With the rapid development of the socialist economy with Chinese characteristics,the improvement of the working ability and quality of the public officials,especially the grass-roots government officials,is of great importance to the building of a well-off society in an all-round way under the background of deepening the reform in an all-round way.Therefore,the township government that is responsible for carrying out all kinds of policies of the Party and the State and directly faces the construction of the last kilometer of a well-off society in an all-round way is of great significance to study the incentive problem of the cadres of the township government as the most basic administrative organization of the country.Since the reform and opening up,especially the 18 th National Congress of the Communist Party of China,the multidimensional development of the socialist market economy has accumulated a great deal of valuable experience in the area of business management.What's more,the social management has been gradually changing to the social governance.Hence,it is of great value to apply the theory of business management incentive to the construction of township government cadres.At present,the domestic academic research mostly carries on the overall research to the civil servant group,and the research to the civil servant incentive is also mostly aimed at the civil servant group above the township level.However,the township government officials are different from the civil servants above the township level because of the foundation of their work so that the research results on the whole incentive to the civil servants cannot be effectively applied to the contingent of township government officials.That is,they can not effectively promote the construction of township government officials and improve the efficiency of township work.Therefore,it is of great significance to encourage the officials of township government to effectively promote the work of township government.This paper attempts to make a superficial study on the incentive problem by sampling,analyzing,inducing and summing up the officials of the townshipgovernment in Z city in order to systematically and effectively analyze the needs of different levels of officials of township government in Z city based on the classic incentive theory of business management---Maslow's hierarchy of needs(abbreviated as the hierarchy of needs theory,the same below).As thus,the measures and methods of encouraging the officials of the township government in Z city are summarized,as well as the construction of the officials of the township government in Z city is promoted.At the first place,this paper first explains the reason,significance,research method and innovation of the research on the incentive problem of township government officials in Z city.At the second place,it introduces the basic theories of township government officials,the theory of hierarchy of needs and related theories,as well as summarizes the relevant research at home and abroad.Further more,a questionnaire survey on the officials of township government departments in Z city is made and the present situation of needs and the problems existing in the incentive work of the officials of township government departments in Z city are analyzed from different levels of needs.Finally,according to the problems and reasons analyzed,this paper puts forward the relevant measures to effectively apply the hierarchy of needs theory to the construction of the officials of the township government in Z city combined with the actual situation of the township government in Z city from the height of the whole Z city and the township party committees and governments,which has certain reference and guiding significance for strengthening the management of public officials in Z city.
