Township public officials are the key to implement the strategy of rural revitalization,the actual executors of various rural policies and guidelines,and the important support to ensure the effective operation of the township government.Giving full play to the role of township public officials is the key to achieve efficient operation of township government and orderly grassroots work and is also the key to the smooth implementation of rural revitalization strategies.The positions of public officials have the advantages of high stability,good welfare benefits,and high social status.Therefore,the number of applicants is increasing year by year,and the competition for positions of public officials is becoming increasingly fierce.However,few candidates are interested in the positions of public officials which located in the township.The working conditions in rural areas are difficult,the work tasks are heavy,and the development prospects are limited.Therefore,many people are not willing to apply for the posts of public officials in rural areas,while many public officials leave from township government every year.This phenomenon impacted greatly on the normal operation of the township government.Shihe Town is located in the north of Dazhu County,Dazhou City,Sichuan Province.There is a serious problem of loss of public officials in government of this town.This thesis takes the issue of the loss of public officials in Shihe Town,Dazhu County as the research object,defines the relevant concepts based on the research of domestic and foreign scholars on the loss of township public officials,and deeply analyzes the causes of the loss of public officials in Shihe Town,Dazhu County based on the theory of Hygiene-motivational Factors.Through interviews,we understand the current situation,the characteristics and the impact of the loss of public officials in Shihe Town.The study found that the reasons for the loss of public officials in Shihe Town,Dazhu County are low salary and welfare,hard working environment and office conditions,difficult promotion,and poor training mechanism,etc.While drawing on the experience of other provinces in China to alleviate the loss of township public officials,and combining the actual situation of Shihe Town,Dazhu County,this thesis puts forward countermeasures and suggestions to alleviate the problem of the loss of public officials from two aspects,one is to strengthen hygiene factors and the other is to improve motivational factors.Specific measures include improving the level of salary and welfare,improving the working environment and working conditions,optimizing the promotion channels,improving the assessment and evaluation mechanism,strengthening the ideological construction,etc.,to provide a specific reference for further promoting the construction of the talent team in the township government,and alleviate the problem of the loss of township public officials,while contribute to the smooth implementation of the rural revitalization strategy in China.
