Research On The Problem Of The Effective Supply Of City Community Service For The Aged

when China entered the aging society in 1999, the aging has been in the trend of accelerated development.The increasing elderly population, accompanied by the growing population of elderly, empty nest, disability and semi disability,making the increasing pension problem to be a major problem to pay attention to and to be solved in the economic and social development. Without a doubt, the development of China’s traditional family endowment and pension institutions in a certain extent plays a certain role to solve the pension problem. But due to the changes in the structure of traditional family,its own defects of the pension institutions and the pension concept of the elderly and so on, in the present stage the traditional family endowment and pension institutions has been unable to meet the growing needs of the aged.Based on the above background, this paper will regard the supplication of the community endowment service as the main research object of this dissertation, and attempt to embark from the definition’s attribute of the community endowment service and problems of supply and demand, then apply the methods of normative analysis, statistical analysis and so on, to analyse the main supplying body, the problem and the reason of supplication and demand of the community service pension.On the basis of the analysis above,the relevant policy recommendations on improve the overall supply level of community service for the aged is put forward, in order to promote the sound and fast development of community service for the aged.In general, this article mainly includes following several aspects: firstly, the relevant background introduction including and summarized the research related to community endowment service at home and abroad literatures;Secondly,the relevant theoretical basis of community service pension development, according to the study emphasis,the part of theoretical analysis focuses on the analysis of the theory of economics and the supply theory, the new public administration and the new theory of public service and public welfare products;To define the attributes of the community endowment service on the basis of this, the main supplying body is not just the government itself because community service pension is the category of quasi publicproduct,all of these analysis has carried on the concrete analysis of various concrete patterns so for multi subject supply main body and its function and community endowment service supply cooperation generated; theory need to be tested by the empirical analysis to become more meaningful, so this paper uses the statistical analysis of the questionnaire survey done to illustrate the existing problem of the community service for the elderly in the supply, and on this basis,there is further analysis of the causes of the problems.Taking this as the starting point and relating theoretical issues from the aspects of resources and the combination of the foregoing the main supply,this paper puts forward relevant policy recommendations in the end.
