The Supply-Need Deviation And Policy Reconstruction Of Community-Based Aged Service

As the population ages,traditional Chinese family pensions face severe challenges.The community's construction of the aged service system provides new ideas and new methods to deal with the aging and alleviate the pressure of old-age care.Community-based aged service is an important part of community service.It refers to the grassroots community and other groups and individuals in the community,relying on community pension service resources,targeting the elderly in the community in clothing,food,housing,transportation,medicine,learning,music,etc.The provision of various welfare services in terms of physical,psychological and life service needs.In recent years,in order to promote community-based service construction,local governments have not only issued a series of policy norms,but also increased investment in funds,personnel and facilities.However,in terms of service effectiveness,the service satisfaction of the elderly group receiving the community-based aged service is generally low.And there are still many unsatisfactory aspects in the implementation of the service.In view of this deviation of supply and need,this paper attempts to re-examine the accessibility and appropriateness of Chinese social policy from the perspective of diversified needs of different demanders.Bring 'need' to the center of analysis,go deep into specific community cases,conduct an empirical study with X town in Minhang District,Shanghai,and interview the elderly in the area and the staff in the aged service organization.Based on Sharin and Stephen Dvorou's four criteria for evaluating the suitability of public service supply and need,this paper analyzes how to fail to respond to the real needs of the demanders in the process of social policy formulation and reveals the welfare needs.How the need expression ability of welfare demander is annihilated.This paper argues that for a long time,China has pursued a top-down process of social policy formation,which leads to the fact that the welfare demander lacks sufficient need expression channels and mechanisms,directly affecting the social benefits of the implementation of the aged service.Based on this,it is proposed that the old social policy should be changed from 'supply-oriented' to 'supply-need' oriented,so that the needs of the elderly become an important part of service design and evaluation,and the service need is more effectively and accurately perceived.On the one hand,we should create an aged friendly and active aging policy environment by cultivating the expression consciousness and expression ability of the elderly and enhancing the social support for the expression of the elderly's needs.On the other hand,we should build an aged policy of 'supply-need' oriented.For example,the establishment of multidimensional need assessment,dynamic need tracking,improvement of communication and feedback mechanism,and the integration of the diversified and personalized needs of the elderly into the operational system of policy formulation and implementation.
