At present, the domestic research on collaborative governance is still on the beginning step, the related theory and practice need further and urgent research. To build a country under the rule of law is inseparable from the construction of democratic. Since law of Organization of Villager’s Committee was officially issued, the village democratic governance in C hina has made some progress, upsurge of the village-level democratic governance innovative practices has been engendered,and has been achieved some results. However, in the village- level democratic development process also encountered some difficulties, for example, the system is not perfect, the lack of rural economic strength and social capital, differences in different parts of the villagers who actively participate in is large, the executive power has clashed with the autonomy power, democratic management, democratic decision- making and democratic supervision is difficult to achieve, all of these restricts the development of village-level democratic governance in different degree, is in urgent need of further study.On the basis of theoretical research, we take Shoumiao village Shayang County Hubei province for sample village. We use the village-level democratic governance innovative practices in recent years as the subject and empirically analyze. 241 valid questionnaires were quantified analysis by using SPSS and Amos software. Analysis of the 16 cases in depth interviews is analyzed by using induction. Through empirical research methods we reveal the mechanism of coordination mechanisms, verify collaborative mechanism theoretical model of village- level democratic governance innovation, discuss the specific programs of solving the problem about village-level democratic governance practice. It has important theoretical and practical value to improve the level of village- level democratic governance.The main conclusions of the thesis are as follows: first, collaborative forming conditions has a direct promotional role in collaborative outcomes significantly, and has a indirect promotional role in collaborative outcomes through collaborative operation guarantee and collaborative operation process at the same time. Second, collaborative operation guarantee has a direct promotional role in collaborative operation process significantly, collaborative operation process has a direct promotional role in collaborative outcomes significantly. So collaborative operation guarantee has a indirect promotional role in collaborative outcomes through collaborative operation process. Third, collaborative operation guarantee has a direct promotional role in Collaborative forming conditions significantly, collaborative forming conditions has a direct promotional role in collaborative outcomes at the same time. So collaborative operation guarantee has a indirect promotional role in collaborative outcomes through collaborative forming conditions. According to the problems found during the process of research,the suggestions against problems were put forward: strengthening the whole effect of collaborative mechanism of the village-level democratic governance; strengthening the direct promotional role to collaborative outcomes by using collaborative forming conditions; optimizing collaborative operation guarantee and strengthening the indirect promotional role to collaborative outcomes; standardizing collaborative operation process and strengthening the direct promotional role to collaborative outcomes.
