It is suggested by18th CPC (Communist Party of China) National Congress that China should speed up the formation of its social administration system, which is under the leadership of the Party, with responsibility assigned to the government, assistance of society, participation of the general public and legal guarantees. Considering the level of governmental management and social development, the collaborative state-society governance structure is a realistic option for government-society relationship in contemporary China. By collaborative state-society governance structure, we mean that with a higher level of governmental management and a lower level of social development, the government should play the leading role in social governance. However, considering the governance efficiency, the government should also protect and pay respect to the status of social subject itself and the operation mechanism and regulations of it. Meanwhile, the government should set up sound institutionalized communication channels and participatory platforms, also enhance the support and cultivation for society. Moreover, it entails the government’s collaboration with society to function in self-governance, public-service participation and collaborative social management.Further, by using a combination of governmental tools, including administrative methods, self-government of residents, self-regulation of society, legal methods and market mechanism, the government is working hard to build a new pattern for social governance, which enables the government and the general public to govern, construct and share the society together under the leadership of the government and with the society’s collaboration, and to realize the goal of building an energetic, orderly and harmonious society.The fundamental and prerequisite for collaborative state-society governance structure is to promote the development of social forces. For this reason, the government should take active and efficient actions, guide citizens to grow the public spirit, respect and encourage self-government of social forces, cultivate and support social organizations to work on social governance and make social subjects from inadequate and weak to adequate and strong.The key point is to found sound collaborative state-society governance mechanism. In order to realize it, the government should firstly set the goal, then form plural subjects for social governance, set up institutionalized participatory platforms and related operation mechanism, which offers collaboration and mutual interaction. It gives social forces room to develop itself and also build a perfect mechanism to support and develop all kinds of social subjects.Institutionalization and legalization are the two guarantees of collaborative governance. Institutionalized and legalized objects, including the contents, the environmental guarantees and the realization route to its perfection, should be confirmed and also a virtuous circle among the three aspects should be formed to promote itself. In this way, the local innovation experience for collaborative governance can be both institutionalized and standardized, also helps to solve problems in such individual cases and then make the experience spread over to maximize the innovation benefits. Later when all kinds of social subjects reach maturation, they are able to share more responsibilities for the government and have more opportunities to play the key role in social governance. It will form a virtuous circle for the government-society synergic relationship, consolidate the collaborative state-society governance structure, and even make some surpassingness.
