Research On The Collaborative Governance Mechanism Of Socialized Drug Rehabilitation And Rehabilitation In Guiyang City

At present,China is facing a comprehensive social and economic transformation and rapid development of science and technology.The social life is becoming more and more complex and changeable.The traditional mode of government management is no longer suitable for the needs of social development.At the same time,Guiyang City exerts two kinds of enthusiasm,"top layer design" and "local governance innovation".It breaks the traditional single system management structure,finds out a sound linkage model,integrates department resources,and starts a social detoxification and rehabilitation model with social participation of "scientific management of long term linkage" to form a multi-party co governance Bureau.Noodles.Based on the social rehabilitation and rehabilitation work of Guiyang City,this paper explores the logic of cooperative governance between multi subjects through field investigation and case tracking,and constructs a framework of cooperative governance mechanism,which is to face the social rehabilitation and rehabilitation coordination of Guiyang from two aspects of "structural mechanism" and "procedural mechanism".The operation status of governance is deeply discussed,and the "structural mechanism" describes the organizational carrier of the coordinated treatment and rehabilitation of detoxification and rehabilitation in Guiyang,that is,the "one run two meetings and three centers","procedural mechanism",including seamless connection mechanism,Department linkage mechanism,government purchase service mechanism and so on.Information sharing mechanism,assessment and evaluation mechanism and other auxiliary technical tools,and then through the case analysis of the "structural mechanism" and "procedural mechanism" to carry out functional integration,explain how the coordination mechanism of synergistic effects can be realized by the various subjects of synergistic governance,and further analyses the synergistic governance of the rehabilitation of detoxification in Guiyang.From the empirical level,it reveals the "real" state of collaborative governance of social rehabilitation in Guiyang.Then according to the order parameter principle of cooperative governance theory,the optimization measures to further improve the synergy effect are put forward from four aspects: cooperative intention,synergy ability,technology platform and system guarantee,so that the system can reach a more advanced balance.
