Research On Social Assistance Mode From The Perspective Of Development Oriented Social Policy

At the present stage,China’s poverty governance has achieved the goal of lifting all the poor out of poverty and completed the phased task of eliminating absolute poverty.The focus of poverty governance has become to consolidate and expand the achievements of poverty alleviation and prevent large-scale return to poverty.The mode of social assistance has also changed,from the traditional relief after the occurrence of poverty to the active prevention of poverty.The implementation of social assistance emphasizes the significance of turning passive into active.The development oriented social policy advocates the idea of enhancing individual human capital and social capital to enhance their own development ability,which provides new ideas for the development of social assistance mode.Through the field investigation,taking Ningxian County of Gansu Province and Jiaxian County of Henan Province as the case study area,from the perspective of development oriented social policy,the social assistance modes of the two counties are summariz ed as human capital promotion assistance mode and social capital participation assistance mode,and the following two problems are specifically studied:(1)research on the social assistance mode after the integration of development oriented social policy into social assistance;(2)research on different social assistance modes Research on the operation purpose,rescue mode and selection logic of rescue mode.This paper has found following results:(1)The purpose of the two typical social assistance models is to promote the development of all kinds of groups and realize the sharing of social development achievements,emphasize the idea of people-oriented and development achievements sharing;(2)The main way to improve the human capital relief mode is to re alize the ability development of the disadvantaged groups through the investment and management of human capital;(3)The model of social capital participation in relief can promote the development of the disadvantaged groups by attracting social capital to participate in the construction and reconstruction of the social network of the disadvantaged groups;(4)The choice of specific local assistance models should be tailored to local conditions,taking into account the local economic situation,the current situation of the needy groups,other advantages within the county and other factors to implement an active assistance policy.There are two possible innovations in this paper: First is the perspective innovation.From the perspective of development oriente d social policy,we advocate that social assistance should take positive preventive measures to provide reasonable policy suggestions for the development of social assistance;Second is the analysis framework innovation.This paper constructs the framework of development oriented social assistance,and divides the social assistance mode into two modes: human capital promotion assistance mode and social capital participation assistance mode,which further enriches the research on the existing social assistance mode.
