The Research On Social Management Innovation Under The Micro-ecological Environment Of Public Opinion

There is a very popular sentence with full of positive energy "Spectators changing China"in 2010.The new Internet social networking platform is micro-blog.That year micro-blog achieved most users favor with short text,low technical threshold,the mode of nuclear fission,and so on.People share Information and debate views with micro-blog.Each micro-blog is a speaker,one speaker connected to another.Numerous voices began to agitate on the Internet.so 2010 is also known as "the first year of micro-blog. "The rise of micro-blog opened the prologue of Micro-era.The "Micro" products becoming more and more increasingly popular.For example,WeChat,Micro-fiction,Micro-film,the official micro-blog group,and so on.All the leisure time is used.The mode of information dissemination and people’s lifestyles are quietly changing,becoming this situation leaded by micro-blog and WeChat.In the current micro-ecological environment of public opinion,our media environment becoming more and more complex.On one hand,micro-blog and other new media platforms give every citizen a speaker. "Everyone is a reporter,everywhere is a spot,whenever can broadcasting"Micro-blog gives people the opportunity to participate in social management,talk their demands,maintain individual rights;on other hand,diversity and complexity of public opinion also bring unprecedented challenges to the social management.Under. "universal micro-era" background,how to innovate the social management has became one of the important issues that the present government maintain social stability and achieve popular support.Faced with the current domestic public’s diversified interest demands,a variety of social problems and the complicated public ecology, Party’s Sixth Plenary Session of the Sixteenth proposed that we must the innovate social management system,integrate social resources management,improve social management level,strengthen the party’s leadership,the government’s responsibility,social coordination and the public participation in social management pattern. We have to put the service into management,and reflect the service in the management.This paper investigated the development of micro-era footprint in China, analyze the opinion ecosystems and their new features.We explored the public opinion formation mechanism of micro-ecological era and the opportunities and challenges for social management which brought from the media ecology and described the demands of public opinion on the official micro-blog.At the same time,we proposed mechanism for social management innovation and the path’s selection under micro-era public opinion environment.The path is social mechanism of public expression,orderly public participation mechanisms, the perfect network platform,scientific mechanism of official micro-blog.Besides,there are other changes that from control to divert,down to up,the "official sample spread" to the "smart dissemination",management to service,and so on. I want to give some help to the party and the government to grasp the discourse dominance between the two media field,to improve social management efficiency, and promote sustainable development of our society.
