Research On The Investment Of Xinshao County Government Under The Perspective Of Service-oriented Government

Build service-oriented government is a worldwide trend of development and reform of public administration, but also an important measure to promote reform of government institutions. Thus, many of our local governments from the perspective of different practice conducted active research and exploration to building a service-oriented government. At the same time, investment as the focus of the local government, has made unprecedented achievements. However, the majority of our investment work of China’s local governments led by the government, ignoring the market and intermediary role in making investment work encountered a bottleneck, there are many problems and deficiencies must be resolved. Therefore, in building a service-oriented government background, the local government’s investment promotion should conform to the requirements of a service-oriented government to make corresponding changes to improve the problems and deficiencies in investment throughout the current work appears in, thus ensuring the investment work the smooth progress, which will also help accelerate the pace of constructing service-oriented government.This article is a study for investment of Xinshao County government cases, taking the new public service theory as the theoretical basis, and deployment instructions in service-oriented government perspective. The article pointed out, the service-oriented government has limited, effective, responsibility, rule of law and transparent five features, they ought to have their requirements for investment work in local government. But at this stage, the investment of Xinshao County made some achievements in vigorously promote by the Xinshao government, such as the active introduction of preferential policies to attract foreign investment, continue to optimize the investment environment, develop the economic zone and so on. But while Xinshao County is taken in government-led investment model, which to some extent, and service-oriented government is contrary so that it presents some problems and deficiencies in the investment process. Therefore, in order to better promote the development of investment work of Xinshao County government, the author analyzes the reasons for the problem, combined with practical experience in government at home and abroad to attract foreign investors, and put forward some suggestions for how to improve investment promotion of Xinshao County government: correct positioning of government functions; establish a sound legal environment; create high-quality the investment environment; encourage investment intermediary; open government transparency; continuously enhance their understanding and professionalism of its staff in the government.
