Administrative supervision is the main means of promoting the establishment of the government policies, and of making the government orders unimpeded. Meanwhile, it is a important method to transform the functionsofthegovernment, improvethe work style, increase administrative efficiency, and realize the reformation and innovation of government’s work under new situation. Since thel8th National Congress of the Communist Party of China, the new leaders of central government stresses the implementation with style of "stepping stones left with tracks, and catching the iron left with marks", and propose series of new requirements for supervision and inspection work. Alllocalities and departments should enforcehesupervisionwork, helpingbetterimplementingevery vital policies and sooner exert their functions effectively. Also, the CPC and the state council has constantly attached great importance to the enforcement of supervision work At present, government supervision departmentof china has been gradually founded during the period of institutional reform and work practice, and after years of exploration and construction, system of government supervision in Chinese characters has been initially formed. However, it is also necessary for us to pay much attention to the drawbacks of our country’s current government supervision work, especially of local governments. Disparities in their missions and responsibilities still exist. This article takes province H’s administrative supervision as the object of the study, and by means of an empirical case analysis, researchesprovinceH’sgovernmentsupervisionwork. Trying to breakthrough three aspects of innovation:research perspectives, research methods, and research ideas.This article mainly includes five parts:The first chapter is introduction. First of all, illustrating the cause of the problem and the significance of research from the theoretical and practical level, then summarizing the research status at home and abroad, epitomizing research idea and methods of the article, and finally introducing the theoretical basis in this paper, mainly including principal-agent theory and the theory of administrative supervision.The second chapter mainly talks about the basic theory of the essay. In this part, preliminarily, it will, define the core of the article:the concept of government supervision and the concept to distinguish it with other similar concepts, analyzing and researching significance of his characteristics. After that, doing a simple introduction about the general procedure for the work of government supervision. Finally, the chapter will reorganize the progress of development of government supervision.The third chapter is the part of empirical analysis. This section carries on the simple introduction about the present situation of administrative supervision work in H province, including the institution of supervision organization, the content and effectiveness, the task and work process as well as the standard of supervision work. Within the two months peroid of internship, the author of this paper takes participate in supervision work with the method of face-to-face communication, reading summary materials on municipal and provincial supervision work. So eventually this paper concludes and summarizes five typical problems: the unsoundness of working system and supervision network, inadaptability betweenleadershipandsupervisionagencies, the imperfect ion of supervision mechanis, the singleness of supervision measures, the bad result of feedback and application,The fourth chapter is the part of theoretical analysis. With the support of principal-agent theory, this chapter analyzes entrustmerit relationship in provincial government supervision work. Then from the aspects of principal and the agent, the paper shows the reasons on dilemma, of administrative supervision work. First of all, from the angle of the principal, the information is asymmetric as well as the interest? are not consistent, and the policies are incomplete, unfair and unfeasible, and the problems brought by multiple commi ssions. Secondly, from the angle of the agent, the mandate is not thorough, personnel qualities of supervision staff are not high, the moral exists risks and the selections are adverse. At last, both sides have not established the evaluation and feedback mechanism.The fifth chapter is the part of path selection. With the help of the contents of the previous section, this chapter analyzes and summarizes the beneficial part. At the same time, by learning government supervision work experience from the developed areas at home and abroad, this part put forward the following measures to enhance the level of supervision inHprovince. Theseexperienceindudes:government supervision institution should have the courage to innovation to improve work efficiency, improve the authority of supervision institution, strengthen the service consciousness, perform duties earnestly establish scientific evaluation standards, and strengthen the coordination mechanism.In the conclusion part of the article, there is a a simple introduction and remind for possible derivative problems.
