The Local Government Supervision Research Of Putuo District In Zhoushan

At present, multi-level government supervision network of China has been formed, but objectively speaking, the current government supervision still exists many problems. This paper which is based on the perspective of local government supervision and principal agent theory discusses the local government supervision of Putuo in Zhoushan. The author investigated the organization, personnel, operation of the local government supervision and revealed the main characteristics and problems of the Putuo government supervision. Then the author used the principal agent theory to analysis the local government supervision of Putuo and reveal the deep-seated reasons of the government supervision problems. Finally, through the absorbing the experience of American, Japan and Beijing, the author putted forward a series of opinions and suggestions, such as perfecting the system construction, establishing communication mechanism, improving the supervision authority, developing inspection methods, enhancing the supervision personnel quality, introducing the target management system etc..
