Study Of Chinese Citizen Participation In The Government Public Policy Decision

With gradually increasing of China’s public affairs and the rising of thecitizen democratic consciousness, expanding the participation of citizens in publicpolicy formulation has become an urgent requirement of China’s current socialdevelopment. Expanding citizen participation, not only helps to enhance thescientific nature of public policy and the public nature of public policies, but alsocan contribute to the expansion of legitimacy of public policy and theenhancement of implementation effect of public policy. However, the currentChinese citizen participation in policy-making is extremely limited, and existsmany problems. These problems have seriously affected the actual effect of thecitizen participation, made some citizen participation form. Research into thecauses, mainly concentrates in three aspects: participation system concept, lack ofthe system of effective protection to democratic participating rights of everycitizen; cultural concept, government officials and citizens in specific politicalculture exist error awareness of participating in policy formulation; civilparticipation ability concept, lack of necessary quality and ability to participate in.On the basis of exploring the problem and its causes of Chinese citizenparticipation in policy-making, this paper puts forward the path to improve citizenparticipation. The article thinks, only through breakthrough of the participationsystem, political culture, and civil capacity, could achieve the goal of expandingpublic participation. The full text is divided into five parts:The first part is an introduction. In this part, firstly introduces the researchbackground, research status at home and abroad and the research methods. On the basis of this, defines the "citizen participation","public policy-making" and"citizen participation in policy-making". Finally, the value of citizen participationin policy-making were analyzed on public policy and citizen concepts.In the second part, the status quo of the Chinese citizen participation inpolicy-making is analyzed. This part mainly discussed from two aspects: on theone hand, Chinese laws and policies of the citizen participation were introduced;on the other hand, the channels and way of the Chinese citizen participation iscombed.In the third part, the practice and existing problems of the Chinese citizens toparticipate in the public policy are combed. Firstly, summarizing the practice ofChinese citizens to participate in public policy formulation from opening draftlaws, implementing administrative hearing and hearing system. Secondly,summarizing the five problems of the Chinese citizens to participate in policyformulation, namely the low enthusiasm of the citizen participation, the inferiorthe systematism degree of involvement, the imbalance of the main form, the notfree channel of participation and the very common disorderly participation.Finally, through analying the case of " model-changing disturbance of Beijingtaxi", to explore the problems of the case reflects.In the fourth part, the cause of problems of the Chinese citizens’ participationin policy-making is analyed. This section discusses in participation system,political culture and citizen ability aspects: involvement system concept, includinginadequate legal protection, lack of participation program and empty participationsystem; political culture concept, including the effects of traditional politicalculture residual, the effects of not mature modern political culture, citizenmisunderstanding and influence; citizen ability concept, including low citizenculture quality and lack of adequate participation resources.In the fifth part, the path of improvement of Chinese citizen participation in policy-making is discussed. This part puts forward, the approaches of improvingChinese citizen participation includs: perfecting citizen participation system,emphatically from the advance of the citizen participations in the legal system andthe perfection of citizen advice system; constructing the modern political culture,including reasonable sublation of traditional political culture, rational using ofwestern political culture and promoting the socialization of participatory politicalculture; improving the citizens’ participation ability and level, throughenergetically developping science and culture and education, strengthening theimparting of knowledge and skills of participation.
