Study On The Transformation Of Hanggin Banner Government Function In The Process Of New-type Urbanization

Since the reform and opening up,China's urbanization has ushered in an unprecedented stage of rapid development.Although there has been good progress of the speed and scale of development,the quality of development has not kept up with the pace.Some urban issues had emerged out of urbanization such as inequalities in public services,the inappropriate of the herder transformed to integrate into the city,the overstep of land's urbanization compared with the population's urbanization,the shortage of urban carrying capacity,the ignorance of ecological costs led by excessive pursuit of economic benefits,and the inadequacy of market participation.Since the 18 th National Congress of the Communist Party of China,the party central committee with general secretary Xi Jinping as the core has proposed a theoretical idea of embarking on a path of urbanization with Chinese characteristics in line with China's national conditions.The 19 th National Congress of the Communist Party of China made it clear that the main contradiction in our country changed from the contradiction between the people 's increasing material and cultural needs and the backward social production to the contradiction between the people 's increasing needs for a better life and uneven and inadequate development.People are increasingly demanding the government,society,and new things.In the process of new urbanization,all levels of government,especially the county-level government as a grassroots government,it has become a new problem and a new challenge we face how to position government functions,how to transform government functions,and how to promote comprehensively urbanization in the county area.To build a socialist modernization country with Chinese characteristics will inevitably promote new-type urbanization construction,because China's agricultural population accounts for a relatively large proportion of the total population.Only rural areas that have a large number of agricultural populations have realized modernization and kept upwith urbanization.Stepping on the road of agricultural modernization,and many small and medium-sized cities and towns achieving high-quality urbanization,it will inevitably promote the successful completion of China's modernization and the goal of fully building a well-off society.The new urbanization advocated by the Party Central Committee with comrade Xi Jinping as the core is guided by a new development concept with innovation,coordination,green,openness,and sharing as the main content,and is also guided by economic construction,political construction,cultural construction,social construction,and ecological civilization construction.Take overall planning as the principle,promote population urbanization,economic urbanization,social urbanization,and environmental urbanization,fully realize the coordination of urbanization and agricultural modernization,organic integration of urbanization and informationization,benign interaction between urbanization and industrialization,deep integration of informationization and Industrialization,and exploring a road to socialist modernization that suits China's national conditions.In order to achieve the goals and tasks of new-type urbanization,improve the quality of urbanization,and embark on a scientific and sustainable urbanization development path,we need to analyze and summarize the new problems and new challenges faced in promoting new-type urbanization at this stage.We need to clearly define the functions and responsibilities of governments at all level from central to local in the process of promoting new urbanization,further clarify the tasks of governments at all level in the process of promoting new urbanization,create a central government for strategic planning,it is managed by provinces,autonomous regions and other local governments,and the work pattern specifically carried by local government.The new urbanization construction focuses on the coordinated development of small and medium-sized cities and towns.Therefore,it becomes more critical and more important that the functions of the county-level governments as promoters and implementers of small and medium-sized urban construction.As a county-level government,Hangjinqi conducts overall management of urbanization and economic and social development in the county.Since the launch of new urbanization construction,the Hangjinqi People's Government has made positive achievements in its proactive actions and initiatives,but it has also shown many problems.Based on the new public management theory and the new public service theory,this article starts with the basic overview of Hangjinqi urbanization,analyzes the status quo of the performance of the Hangjinqi people's government in the process of urbanization,the problems it faces and the reason causes of the problems.I propose five aspects from countermeasures for the Hangjinqi People's Government to improve its functions and responsibilities,and provide a theoretical reference for the next step of the Hangjinqi People's Government to improve government efficiency,governance capacity,governance level,and comprehensively promote urbanization.
