The Study On The Reform Of The Party Building System In The Context Of The Modernizing Of China’s Governance System

The strategic objective of comprehensive deepening the reform, proposed by the Third Plenary Session of the Party’s Eighteenth Central Committee, is to improve and develop socialism with Chinese characteristics and push on with modernization of the country’s governing system and capabilities. The China’s governance system is the sum of the political, economic, cultural, social, ecological civilization and the Party’s building system. The modernization of the national governance system means that the structure and function of these systems appear a gradual tending to be systematic, scientific and standardized.There are three basic features of the modernization of the national governance system. The first is democratization, fully protecting the people in their power status and reflecting their will and demands. The second is the rule of law. Public power should run on the platform of the rule of law with Constitution and laws as the supreme authority. The third is that the national governance system is an organic system, in which systems being coordinated and integrated with each other.Democracy is the essential feature of modern national governance system, but it must be realized through legalization and institutionalization. Therefore, the modernization of the national governance system is essentially a series of institutional arrangements for the core demands of the rule of law. The key method is to promote government behavior and social life into the system and the rule of law through a series of reform measures.The CPC is the only ruling party in our country, so it is the most important governing subject in our society. Therefore, the leadership of the Party is prerequisite for the national governance system and its unique connotation. Deepening the reform of Party building system will not only play a key part of promoting the modernization of the national system of governance in China, but also the important guarantee to it. On the context of modern governance system, deepening the reform of party building is about how to better the party’s laws and regulations with the fundamental constitution and the core democratic centralism.In the first part of this paper, I discriminated the inner relation between the two concepts:the modernization of the governance system and the reform of the Party building system.In the second part, I illustrated the rule of law as a basic way. The essence of modern governance system is a kind of order, combined with the criterion of the modernization of the national governance system, the two strategic objectives in the reform of Party building system and the rule of law. Finally, under the two major goals, I proposed two key measures four major tasks of deepening the reform of Party building system, explored some specific paths of further deepening the reform of Party building for a period of time in the future.
