Strategy of Balance-of-Power, one of the most ancient diplomatic strategies in International Relations, is frequently used strategy of America in Northeast Asia. Since the end of the Cold War, America has pursued the strategy of hegemonic balance-of-power in key areas in order to assert its hegemony. Barack Obama took his office during the plight, both domestically and internationally. Driven by the motives of economic benefit and the maintenance of hegemony, the Obama administration made its strong return to Asia-Pacific region. Through comprehensive and systematic strategies, it implemented the strategy of hegemonic balance-of-power in order to ensure its hegemony. This paper starts with America’s strategy of hegemonic balance-of-power after the cold war, then specially elaborates the background, methods and outcomes of this strategy under the Obama administration as well as puts forward suggestions for China to meet this challenge.The first part of this paper elaborates the theory of the strategy of balance-of-power combing the definition, mechanism, function and evaluation of balance-of-power theory with the practice of this strategy from America diplomatic history. Moreover, the paper defines the theoretical nature of the strategy of hegemonic balance-of-power though comparing it to British “Offshore Balancing Strategy”. The second part studies the Obama administration’s implementation of the strategy of hegemonic balance-of-power in Northeast Asia. This part analyzes the practical background of Obama’s diplomatic reform though both internal and external aspects. Then it studies on the concrete measures and the consequences of this strategy from the economic, politic and security perspectives, it highlights the strategy’s influence on China’s neighboring environment and peaceful development. In the third part, the paper ends with China’s countermeasures on this issue. It studies from three perspectives, namely China’s development, China’s friendly- neighboring diplomacy and the construction of a new Sino-US bilateral relation. To cope with this situation, China needs to ensure a prosperous economic growth and boost its comprehensive power, only then can China be powerful in the diplomatic relations. Moreover, China should stick to the peaceful development no matter to the extent of its development. It should strive to create friendly ambient with neighboring countries and neighboring hotspot aiming at building a multi-lateral regional cooperation mechanism. Last but not least, to deal with Obama administration’s regional hegemony, the fundamental things is to handle Sino-China relations appropriately. In order to establish an amicable relationship between the two powers, we need to abandon outdated thoughts and focus on current situation and prioritize our development needs. We should strive for common interests, create opportunities of cooperation and identification and develop efficient consultation mechanism to resolve crisis in case of contradiction and conflicts.
