The Study On The Russian Federation’s Ethnic Policy During Its Transformation

Russia is a typical multi-ethnic country and the ethnic issue has always been one of the important factors which affect the development and the stability of Russian Federation. After winning its independence, Russia had to deal with the ethnic problem left from the Soviet era. With its interweaving of the social, political and economic crisis, the ethnic problem of Russia was getting increasingly serious and the ethnic relations were getting worse at the beginning of the independence. As a result, Russia was left to face the most complex ethnic problem in the whole world. China and Russia resemble each other a lot when it comes to ethnic problems. Thus to study the ethnic problems of Russia and summarize the lessons achieved from the blood of Russia will be very important to the improvement and development of China’s ethnic theory and policy. In-this paper, I will describe the whole developing process of Russia’s ethnic policy,analyze the historical and realistic background of its making, elaborate the ethnic problems and policies during Russia’s transformation, introduce the guiding thoughts and the implementation effect when Russian Federation adjusted the Soviet ethnic policies. In a word, this paper is mainly about the ethnic policies of Russian Federation,its relationship with social transformation and the enlightenment we get from Russia’s ethnic policy.With more than 20 years of development and improvement, it can be said that Russia’s ethnic policies are basically successful, which can be proved by the fact that they had solved a series of complex and difficult ethnic problems of early Russia.It has a certain significance for the development of China’s Ethnic Policy:We should improve the relevant laws to promote the legalization of national policies; To promote economic development of minority areas,and to narrow the gap with the main areas;We should actively guide the correct ethnic relations,and oppose the narrow nationalism;We also should crack down and punish the ethnic separatist forces to maintain national unity and social stability and respect for traditionand culture of ethnic minorities.
