Study Of Contemporary Russian Ethnic Theory And Policy

There are only a few nation-state countries in current world, every multi-ethnic country is confronted with ethnic issues. Ethnic policy is to deal with ethnic affairs and relations among them, especially policy towards ethnic minorities according to their characteristics, it not only can affect the ethnic harmony, solidarity of people, political stability, homeland security and national unity within its own country, but also has influence on international relations, sometimes it even may lead to transformation of international political structure, for this reason, there are amounts of sensitivity and challenging in ethnic policy making. Contemporary Russian Federation got heavy historical heritage from Soviet, there were lots of problems in ethnic aspects at the beginning of the transformation, the ethnic conflicts were very outstanding, the separation tendency was fairly obvious and discrimination phenomenon was quite serious, but after over 20 years of theoretical exploration and policy practice, Russian Federation has made great achievements.At the time of our founding, we were quite close with the Soviet union, and in a similar situation, plenty of ethnic groups, regime to be consolidated, therefore to a large extent, we drew lessons from it in multi-ethnic country theoretical framework and ethnic policy making. Nowadays, we are faced with uneven regional development in ethnic areas, the continuously widened disparity between the west and east, and ethnic problems are remained. Since carrying out the policy of reform and opening up, especially after the collapse of the Soviet union, our ethnic scholars put more attention to the west, of course, this trend has its own necessity, but we shouldn’t ignore the research of theoretical exploration and policy practice of contemporary Russian Federation’s ethnic policy, because similar experiences make it of great theoretical value and real significance for us in ethnic policy making.This research mainly adopts the method of document analysis and case study, it’s consisted of introduction, text and conclusion. The first chapter, as introduction, elaborates the research background, purpose and significance, status quo of domestic and overseas research in this field, introduces the main content, research method, the limitation and prospects of this research. There are four chapters in the text, Russian ethnic theory is summarized in the first place, related concepts of nation and ethnic groups, ethnic relations ethnic conflicts, nationalism and multi-ethnic country’s theoretical framework are covered. In the next place, contemporary Russian ethnic problems and their causes are presented by analysis of population of current ethnic groups, distribution and identity. Then, the principles, contents and effect evaluation are discussed with the help of ethnic issue of Chechen Republic. At last, starting from the similarities and differences between China and Russian in ethnic issues, proposes the inspiration and significance for us from Russian ethnic policy. In the conclusion, development is the absolute principle and economy determines the superstructure are pointed out, the fundamental way out is in the help minority areas with their modernization, and strengthen the construction of social tolerance ideas on this basis.
