Study On The Problems And Countermeasures Of The Political Participation Of Our Citizens

Every progress of the science and technology will bring great changes to the human social life. The anthropic social structure, way of life, thought style and other aspects greatly change with the developments of the information technology, particularly the emergence of the internet technology and its promotion. Network is becoming a kind of invisible catalyst, which prompts the developments of international politics, economy and culture. Network political studies are gradually included into the field of political science by many political scientists, for the increasing of the research on network economy and culture.The status of the political participation is a barometer which not only reflects the degree of the attentions on political system, also is an important indicator of the political development. Therefore, with the advent of the Internet age, the political participation is greatly developed for the coming internet age, which leads to the presence of a new political phenomenon, namely, the network political participation.The network political participation is one of the products of the social developments. Also, it is a new pattern of manifestation in the internet age. Compared with the traditionally political participation, the network political participation has several unique advantages and expected effects for citizens, such as, it can vary the forms of political participation, broaden the way of network political participation, draw more attentions to the state affairs and participation in formulation of serious policy. Besides, it promotes the reformation of the management mode of the government and so on. However, in the process of the current development of Chinese political modernization, there are some problems in the network politics participation for citizens, such as, the relatively behindhand construction of the legal system, the low level of political participation, the loose regulation of government and so on. Therefore, it is necessary to perfect the related system of our country citizen network politics participation and protect our citizens’ rights on legal also wel-organized political participation for the political modernization.This article is divided into four parts.In prodromes, it contains the network political participation research review and definition. Firstly, this part will expound the significance of the topic and the present research status of network political participation. Then, definition of the connotation of network political participation is made. According to the views of the domestic and foreign scholars, I think that the network political participation mainly means the participation of the polity by the networks.The second part is the basic situation of the citizen network politics participation in our country. Firstly, this part will comb and sum up the history of our country’s citizen network politics participation. Then, the current situation of our country’s citizen political participation in network will be analyzed. Next, the content, the way and the characteristic of our country citizen network political participation will be discussed, too.The third part is about the main problem of our country citizen network political participation, such as, the inability of citizen’s political participation, the difficulties of organization, the problems exist in the system itself, the left problems of legal system. Obviously, the existences of these problems seriously suppress the development of Chinese political democratization.The fourth part is the specification and guidance of the citizen network politics participation in our country. This part is the key part of this paper. In this part, I will analyze foreign citizen awareness of political participation from the aspects of history and reality. Then, partly analyze the measures taken on the citizen network politics participation of some typical countries. After this process, the inspiration and the experience can be obtained. Next, I will state my opinions in two major aspects, namely, the plan for the construction of countermeasures for our country citizen network politics participation, the plan for citizen network politics participation of standardized measures. The economic base determines the superstructure, therefore, increasing financial support and speeding up the pace of economic development have important influences on the development of our country’s citizen network politics participation, such as, a series of measures by strengthening technical innovation and the network supervision, the establishing and perfecting the network political participation of the relevant laws, regulations and so on. These positive influences can ensure our citizen network political participation can be healthily developed in the long term, strengthening the civic education, the cultivation of minors’ political participation and strengthening guidance of the network media practitioners. Further, they can not only cultivate a large number of high-quality participants for the development of C hinese network political participation, but also promote spreading positive energy, and purify network space. In conclusion, these measures can provide the feasibility for our country current civil network political participation countermeasures, based on the discussion of these three aspects of countermeasures in our country citizen network political participation specification and guidance.
