Citizens' Political Participation And The Countermeasures

The appearance and development of the Internet have allowed humanity to welcome the informational era and netilization era and pervaded human life deeply to reshape the social formation, economic pattern and cultural morphology. In the political field, the new problems brought by the Internet stimulate the research on network politics. The civic engagement in national and social political affairs with the aid of network receives increasingly extensive attention so that it has great significance for developing socialist democracy in doing the research on the current performance of citizens’participation in politics with the use of Internet to approach the positive meaning and the existing problems for political landscape and make consideration upon these.The first part covers chapter one, in which the related problems about the civic participation in network politics are briefly introduced. The contents and traditional ways of citizens’ participation in political affairs should prior to be introduced in that the Internet is an instrument seems and then the inside, development, approaches and characteristics of citizens’ interaction on network politics are presented.The second part of this thesis elaborates the pivotal meaning of the network politics from the three dimensions:citizens, government and democratic politics. For citizens, the network politics enhances their political understanding. In the concrete, the analysis can be divided into the participated attitudes and abilities two aspects. With the view of government, citizens’ network politics promotes government services which include pushing on the policy democracy and scientific, propelling the construction of the Sunlight Government through the surveillance mechanism and accountability system and speeding up the development of E-government. From the angle of democratic politics, citizens’participation in network politics contributes to the democracy and ruling by law in the grassroots level and pressing on with political restructuring. All these indicate that the network politics participation continues to deepen which has a great influence on China’s political formation and promotes the development of the political system of socialist democracy.The problems and inadequacies due to the primary stage of the civic network politics participation are mainly discussed in the third part of the thesis. The reasons are necessary to be explicit. The limiting available information, the imperfection of legal system and the challenges towards political steady of our country on network politics participation are emphasized here in that these problems give a significant effect on if the citizens’participation on network politics can be towards progressive, fair and rational development.With the regard of the problems put forward in the third part, suggestions and approach choices are illustrated in the last part of the thesis. The government, media and citizens should take effort to get valid information through the network politics participation and rationalize the citizens’network politics participation and carry out legislation, system and mechanism construction to promote development of citizens’network politics participation toward standardization, ordering and lasting.
