Hengyang Zhengxiang District Community Grid Management Research

Urban community grid management is a community governance model, which redivides the original community in accordance with certain principles during urban management.It puts the community management into a more specific category of geographical space, and integrates the management on the spatial dimension to form several grids in one community, then sets up a service team mainly composed of grid management team, whose executing model relies on computer information technology to carry out active intervention, rapid response and handling all community affairs efficiently. It is a development and innovation in community management theory on methodology sense.Urban community grid management has several distinctive features: Firstly, it has achieved compartmentalized integration. On the basis of retaining the original functions of the management system, it strengthenes the horizontal linkages of departments and fusion of communication, so that all functional departments of a region are integrated and unified within the grid. Secondly, it has achieved resource sharing. In grid management model, resources of various functional departments share with other departments in processes, data and services ports, etc, it reduces the consumption of various departments’ repeated construction, improves the efficiency of management and services. Thirdly, it has achieved process re-engineering. It integrates multi-sector process into one process organically, so that people can handle affairs faster and more conveniently.With the rapid development and changing of the economic society, urban grid management meets with some new confusions and problems in operation, such as the grid-dividing is unscientific, the liability may not be implemented, the assessment methods are unreasonable, the actual effectiveness is not obvious, and so on. In order to make the community grid management operated more smooth and efficient, and fully play its due role in urban gird management, constant innovation, continuous improvement are to be implemented in practice.Based on systematically generalized the beneficial exploration and the success experience of Zhengxiang District grid management work, the writer combines the relevant grid management with theoretical knowledge domestically and internationally,and analyzes the present situation, problems and reasons of urban community grid management under the government service framework, this thesis proposes policy recommendations targeted to grid management work as well as to strengthen social management and innovation in particular grid management. The research not only has some instruction significance and practical significance to the urban community grid management reform and innovation, but also has some certain significance to the related domestic research.
