The petition system is of quite a Chinese characteristics, and it is the most realistic way is mainly for nation and society’s interaction. The initial goal of establishing the petition system is to provide a institutionalized way for the masses to give advice to the work of the government. But in the process of the development,the function of the right relief becomes the most important one, due to the growing number of social contradictions, the universal existence of judicial injustice. When the government can pay enough attention to the petitions, and take effective measures to solve the problem, the petition system can indeed promote social contradiction. But the relationship between the state and the society is in the mode of the weak society and strong country. So in the most of the time, because of the existence of the government’s self-interest and the bureaucratic system chronic illness, like inherent delay, administrative arrogance, the petition system can not only solve the problems, but deteriorate the relationship between the government and the masses, the intensify the social contradictions, cause a lot of mass incidents.Under the framework of the interaction between the nation and society, this paper attempts to analyze the relationship between the petition system and the mass incidents. uses The method of this paper includes literature analysis, informal discussion and investigation. And the ideas come from my work. The paper analyses two different situations. One is that when the petition system acts effectively, how it stops the mass incident. The another is how the failure of system causes the occurrence of mass incidents. Then by trying to reform the petition system,building a effective way of the interaction between the nation and society, to reduce the mass incidents,and realize the social harmony and stability.
