Population Ageing in China began in the late1970s, early1980s. Comparedwith other countries, China’s population aging was rapidly, and showed a trend of anaging, aging ahead of economic development. Entered the aging society, the aging ofthe population associated with pension problems will be inevitable. The increasingOldest Old increase the proportion of households of three generations living underone roof. Population aging has impact on the traditional family structure andfunction. The family generally would not be sufficient to resist pension risk underthe socialist market economy. The rapid growth of the aging population makes theproportion of working-age population decline, and the population of working agefaces enormous economic pressure to bear an increasingly heavy financial burden. Abasic duty of the modern service-oriented government is to provide citizens with thebasic pension to achieve a sense of security. Government is able to mobilize theresources of the society as a whole, and have the National force protection advantageto solve the problems facing the pension. The Chinese Government has alwaysattached great importance to elderly social welfare, and vigorously carries forwardthe cultural tradition of the Chinese nation of respect for the elderly pension in thewhole of society. The Chinese government has actively explore the cause of aging,taken a number of effective measures, to mode of development suited to China’snational conditions. In recent years, the Chinese government fully implements thescientific concept of development to actively respond to the challenges of an agingpopulation. The Chinese government makes the development of undertakings for theaged as an impotent content of building a harmonious socialist society andCoordinating the Economic and Social development, comprehensively using theeconomic, legal and administrative means to continue to promote the development ofundertakings for the aged. At present, china has gradually formed a homecare-basedsocial welfare service system with Chinese characteristics, which relies on theelderly social welfare service, and gradually establishes and perfects the social safety net protecting the basic living rights of the destitute elderly.It is seen to all that the Chinese elderly social welfare has get achievements.However, as the developing countries of1.3billion people, there are many problemsand deficiencies in the Chinese elderly social welfare. With the Chinese economictransition and social transformation, especially the rapidly growth of the agingpopulation, Chinese traditional elderly social welfare are unable to meet both theneeds of social and economic development, in terms of the amount of scale orqualitative structure. Currently, the Chinese aging service have some problems assmall coverage, object not wide enough, single services, low service utilization,shortage of supplement, low satisfaction and shortage of professional staff. Resultingin these problems mainly due to a lack of government financial input, uncertaintyregulations and policy, shortage of social forces to support and the management andevaluation system needs to be improvement.Australian pension services industry has a higher level of socialization. Thepath of the social pension make Australia’s pension service sector steadily, healthydevelopment. It fully mobilizes the enthusiasm of the family, social and other aspectsof the development of old-age socialization. Successful experience of home careservices in Australia provides a basic idea to solve pension service issues Chinacurrently facing. In order to perfect Chinese urban home care services, the Chinesegovernment may need to increase the pension policy support; improve the pensionfunding; strengthen the building of the pension service runs; build a professionalpension services team; establish and improve the regulatory mechanism of pensionservice.
