A Research On Home Pension Service Of Chinese Government

With the development of China’s economy, on the one hand, people’s living standards and the level of health care has greatly improved,and the average life expectancy is constantly extend. On the other hand, the aging society is growing fast. How to solve the pension services issues of the majority of the elderly has become a major problem of the current government on how to guarantee and improve people’s livelihood. In fact, back in 2006,"Eleventh Five-Year Plan", the government had predicted the arrival of the "Silver Wave". In recent years, a growing problem of aging, how to make the elderly to age, relying solely on children is not enough, in this situation, exploring a new pension model actively is becoming the focus of public attention. The government of our country with national conditions and learn from the experience of developed countries, put forward realistic way pension-home care.This paper mainly uses the literature analysis and case study analysis of two ways. Through reading and analyzing 5-years’relevant literature during 2010 to 2014,clear the research trends and the current theme. On the basics of defining the concept of home care services that government purchases form community organizations, sorting out the existing practice at home and abroad. Firstly analyzes the current status of our government to purchase home care services, pointed out that the system of home care services construction and development is still in its infancy; there is a narrow connotation of home care services, the willingness to buy of government is low; government burden; the lack of government purchasing power; the service can not be sustained; home care related system deficiencies; government monitoring and evaluation system is imperfect; home care market operation mechanism is not match; the overall quality of care service personnel should be improved; the service efficiency of resource use and other issues hovering at a low level. Secondly, taking Xiamen as a typical case, analyzes the experience of home care services in Xiamen city, including the emphasis on the needs of research and model innovation; setting different categories of supply standards, and overall fiscal balance; providing channels of communications, pay attention to the integration of resources; setting up the leadership department, make sure the implementation of the policy is in an orderly way. Summarized the revelation of home care services, including government-led policy guarantees; relying on local education resources, the establishment of pension services and related professional courses; based on the realistic foundation, timely service model innovation; clarify the realistic demand, pay attention to publicity to enhance the influence; ensure the source of funds, and institutional arrangements for budget. Finally pointed out that the Chinese government to resolve the existing problems in the purchase of home care services, government, society and family should change the concepts, to lay a solid foundation for the development of pension services; support the development of social organizations, to alleviate the pressure of the government; strengthen the system construction, to ensure the sustained and steady development of pension service; on the basis of the regional characteristics, selecting the optimal model to improve resource utilization; improve service, building high level service teams; improve the degree of attention, increasing the pension services for national unity in a bid to carry out strategic behavior.
