During the 18th Plenary Session of the CPC, it has been put forward that we need to speed up the formation of a scientific and effective governance system to ensure that our harmonious society is full of justice and vitality. It is the general aim of the government. And the session specifically established the strategy of governance. It is required to enhance the government administration by innovation. To think outside of the box to notify new ways of governing, to encourage scientific methods of providing service for the people are the basic requirements of innovation of social governance. Since the innovation of urban and rural grass-roots social governance is the grand challenge both for the government and the Party, the demands coming up with by the Plenary Session provide policy supports as well as benchmarks for the local municipal authorities while fulfilling the governance tasks.China is in a period of social governance which accompanies with lots of problems. The accelerating transformation of economic pattern and social life has provoked bunch of conflicts. During the social transition period, China’s economic system, social structure and benefit distribution system are facing profound changes and adjustments. The swelling social contradictions, accumulated social risks and the deterioration of social stability are urgent challenges for our social governance of all levels.There are a wide range of long existing trivial but arduous fragmentation problems of urban and rural grass-roots social governance, which greatly affect the progress and the effectiveness of local governance. Thus the research on this field will be of great value theoretically and practically.This thesis is based on the Holistic governance theory, using qualitative and quantitative analysis, combining normative and empirical analysis, General and case study research methods to analyze the fragmentation problems of urban and rural grass-roots social governance systematically, trying to figure out the cause of the problems, hence to generate possible solutions.Apart from "Exordium" and "Conclusion and Research prospect", this thesis could be divided into three parts as following:Chapter I:This chapter gives the full view of the fragmentation problems of urban and rural grass-roots social governance. It is said that at present our government has achieve certain success in urban and rural grass-roots social governance while there are three sorts of fragmentation problems needs to be fixed:Geographical and hierarchical fragmentation problems, Coordination and collaborative mechanisms’fragmentation problems, Performance management and Information construction’s fragmentation problems.Chapter ⅡI:This chapter provides the analysis of the causes of these problems. It is believed that these problems are rooted by the following six causes:the conservativeness of social governance concept; the target deviation and the split value; undisciplined culture atmosphere and conflicting behavior motivation; the deficient financial distribution system; incoherence and incongruity in law system construction and incoordinate status of the multiple subjects.Chapter III:This chapter tries to come up with certain solutions for these problems by examine the causes strategically and thoroughly. It presumed that in order to approach the problems the following five factors should be taken in consideration:Focusing on regional joint and resource sharing, pursuing goal congruence along with value balance, ensuring coordinative participation and operation of multiple subjects, rebuilding trust and team spirit and constructing the overall responsibilities as well as information circulation mechanisms.The innovation of this thesis can be illustrated in three aspects:New research subjects. The improvement of the governance system of urban and rural grass-roots society plays an important role in the transitional period of China. Through the consultation of the research condition in China, it is found out that the research on "urban and rural grass-roots social governance" is quite limited. So this thesis possesses innovation.Unique research methods. Holistic governance is a scientific theoretical paradigm which is based on the current governing issues. Therefore its effectiveness is obvious. The approach adopted by the article in analyzing the fragmentation problems existed in the governing system is uncommon.Unprecedented Countermeasures. On the basis of the holistic governance theory and the data obtained from massive interviews and questionnaires, this thesis has put forward a series of possible creative and feasible solutions to the fragmentation problems, such as "focusing on regional joint and resource sharing", "ensuring goal congruence along with value balance", "coordinative participation and operation of multiple subjects", "reestablishment of trust and team spirit" and "construction of overall responsibilities and information circulation mechanism". All these solutions are of high innovation and practical value.
