Situational Management Problems Of The Basic Unit Society

With the further reform and opening-up of our country, further the implementation of economic, political system reform, the process of urbanization also will continue to advance. In the process of urbanization, it will bring about a variety of challenges. Along with the social interest groups continue to highlight the strength, the functions of the government also continued to adjust. At present, the stakeholders comprehensively governance becomes the trend of obvious. This article is based on the case of Jingzhou city of Gong Chang village, through to the villagers homestead housing and local government’s contradiction between municipal start planning, combined with the situation theory and governance theory, to discusses the problems of current grassroots social governance. This paper is divided into seven parts:The first part, explains the origin of grassroots governance in our country, and the research situation of domestic and foreign situation theory, governance theory, and summarized the related concepts. On this basis, put forward the concept of situation management, and introduces the research methods of this case, and information about the case.The second part, the system described in this case gongs village in conflict situations, the "conflict" as the core, and describes the origin of Luochang village governance issues, in the situation of the grass-roots social conflict theory, to make the narration.The third part, based on the basic social point of view, according to the sequence of events to build the initial situation events, describes when local government urban planning and the central government policies are in conflict, the grass-roots society in all subjects under the circumstance of the reaction.The fourth part, this paper describes the villagers are dissatisfied with the status quo, emergency situations of collective petitions, and in this situation, the process of compromise made grassroots efforts of the government and the final agreement. In the last part, the author points out the villagers, local government in the process of grass-roots governance deficiencies, put forward their own views.The fifth part, this thesis detailed, from the microscopic point of view a detailed description of the specific situation, the government and the villagers petition to reach a compromise after. Because of the "free rider" behavior, gave birth to the event more special side, also highlights the characteristics of the villagers.The sixth part, the paper will pull out the behavior motivation and logic of basic level government, and draws out a separate discussion. And at last, discusses the internal logic of the local government behavior.The seventh part, the author takes the whole incident angles, summarizes the development of event, and puts forward some thoughts.
