The Research On The Mechanism Of International Disaster Relief Cooperation In Latin America And The Caribbean

Natural disaster is an eternal topic for human beings. Before human beings, natural disasters have been already exist. Disasters influence the evolution of creatures. With the development of human civilization, people are becoming deeply aware of natural disasters. In modern society, people’s increasing activities exacerbate the number and the frequency of natural disaster events, the reasons of the disasters are becoming complicated, and it is becoming harder to solve this problem. However, what beyond all question is that the endeavor and attention that international community make into this issue has a trend of expansion, the issue of international natural disaster relief has been already become an important topic among all the countries.The international natural disaster relief system of Latin America and the Caribbean is one of the greatest examples. Many countries in this area face the multiple threats from natural disasters including hurricane, earthquake, flood, volcanic eruption, etc. Besides, the low level of social, economic, scientific and technological development may accelerate the loss cause by natural disasters. In 20th century, many countries are short of a systematical realization of natural disasters. Without advanced disaster relief theories and technical conditions, the work to release the natural disasters is basically based on the method of "disaster occurrence-emergency response", which results in a low efficiency and has no help to cope with the next natural disasters. With implementing more endeavor of natural disaster relief in this area, UNSIDR is paying more attention to this area. In the meanwhile, the countries have been increasing experience in natural disaster relief, and the technical methods are being taken into account. Since the last two decades in 20th century, with the help from international communities, the countries from Latin America and the Caribbean have established their Disaster Risk Management system, and become much more active in cooperation of international disaster relief in this area. The experience of the international disaster relief cooperation in Latin America and the Caribbean has a meaningful effect and impact on the world disaster relief work, especially on Asia.
