Research On The Growing Of Chinese Civil Society And The Innovation Mechanism Of The Chinese Communist Party Tying With The Mass

Since the reform and opening up, a society full of modern significance and Chinese character has come into being along with the development of the socialist market economy. With the rise of civil society, the subjects, objects, contents and methods of the party tying with the masses have changed greatly. This is both an opportunity and a challenge for the communist party of China.The way that relying on the construction of style, political mobilization, publicity and education to ensure the close ties with the masses, obviously can’t adapt to the development of civil society, and also can not reach the expected goal.Without the guarantee of system and mechanism, the attitude construction will only produce a short-term result, rather than a long-term. Therefore, in the environment of the civil society growing, we must innovate the mechanism of tying with the mass.In this article, after combing the views of Chinese and foreign scholars on the definition of civil society, the author maintains that china’s civil society should be a union that individual citizens unite to meet their need of interest in the conditions of market economy. By investigating the evolution of civil society in China, the author maintains that the characteristics of the contemporary China’s civil society should be "not spontaneous","the official and the folk", "big but weak"; Although our civil society has some transitional characteristics and is far from mature, its booming is the inevitable trend of the development in the socialist market economy.The rise of china’s civil society is both opportunities and challenges for the party to tie with the masses.On one hand, the growing awareness of citizens expands the political basis of party-masses relationship;The supervision and restraint function of civil society help the party better safeguard the public interests; The civil society organizations open up a new channel of tying with the masses and become the party’s good helper; The emergence of network public space bring new opportunities for the party tying with the masses. On the other hand, the change of political culture puts forward higher requirements for the party tying with the masses; The civil society organizations greatly change the environment of the party tying with the masses; The rapid expansion of the network public space poses challenges to the party’s basic functions.In the face of the influence of civil society, the communist party of China should innovate the mechanism of tying with the mass from the following five aspects:Firstly, establishing a scientific and perfect party governance mechanism; Secondly, establishing a scientific and reasonable interests expression and integration mechanism; Thirdly, establishing a scientific mechanism of citizenship education and an advocating tolerance mechanism of citizen culture; Fourthly, to explore the effective mechanism to cultivate and guide the development of civil society organizations.
