As the world’s leading power, the United States had taken more than one hundred years to reform the federal government employee system to make it more mature, made the U.S. federal government employee system become the model of the world. In the nearly hundred years of reform, the federal government employee recruitment system has take a great revision. May 11,2010, the presidential memorandum ruled out several reforms to accelerate the hiring process and simplify the federal government employment policy, President Obama proposed reform of the civil servants employed requirements. End-To-End employment pattern is a bright spot, the key of this employment pattern is to improve the efficiency and quality of civil servants employed. Through the introduction and the analysis of the American federal government employees end-to-end system, in order to perfect the system of civil servants employed in our country.This paper mainly divided into three parts:The first part has carried on the detailed overview of the U.S. federal government employee hiring reform process after 1970 s, and analyzed the reason of the current U.S. federal employees hired reform of the system. At the same time introduced the end-to-end employment pattern formation, including the meaning, the formation background and implementation methods. Finally, introduced the initiated steps and results of the end-to-end employment model.The second part has take a detailed introduction of the concrete process of the end-to-end employment model. the specific process consists of five parts, Workforce Planning、Recruiting、Hiring Process、Security/Suitability、Orientation. Analysis of each part of the implementation steps and characteristics, lays the foundation for the enlightenment in the third part.The third part is on the basis of the analysis of the second part, summed up the advantage of end-to-end employment mode, some enlightenment are given aiming at the current civil servant system of China, several Suggestions are given to perfect the system of civil servants employment of our country.
