With the publication of"The experimental measures on government employee management of Jilin Provence", Jilin became the first local government that implemented the government employee system in China. Then, quite a number of areas have also practiced this new personnel system one after another, which attracts the public's attention.The appearance of government employee system in China indicates not only the change of how government makes use of human resource, but also the transformation of how government values human resource, and what's more, it means innovation of the government personnel system.Following the systems and ways of human resource management applied in enterprises, absorbing the idea of marketing and contracting, the government employee system helps recruit government employees from society in the flexible hiring way . But due to unscientific and un-profound understandings of it, the shortcomings inherent in its design, the government employee system has encountered a great deal of trouble in practice and there seems no much brighter future for it if things stay unchanged.In this paper, the author first tries to reveal the basic characteristics of the government employee system by studying the theories carefully in order to find out the precise theoretical base for our government employee system building work. Then, by thoroughly analyzing the three main practice models in China, the passage aims to identify the problems facing our government employee system and the reasons for them. Based on this, the author puts forward some immature suggestions for consummating our government employee system.This thesis is made up of four parts.The first part:theory outline. In this part, the author first defines the concept of government employee on her own understandings based on the relevant definitions applied abroad and measures being practiced in some parts of China, and then elaborates the differences between"government employee"and"the civil servant"and the distinctions between"the government employee system"and"the civil servant system".The second part: the government employee system in China. In this part, firstly, the author explores the motivations for our local governments to practice the government employee system, then introduces the main practice models fully and thoroughly and also makes some comparative analyses.The three part: the main problems with the government employee system in China.By systematically analyzing, the author points out the problems exposed in the practice and the imperfections of the system design itself, and then makes some relevant analyses.The four part: suggestions on how to consummate the government employee system in China. In this part, the author first advances some suggestions for the problems exposed in the practice, namely properly harmonize the relation between"the government employee system"and"the civil servant system", strengthen the legislative work, appropriately display the"Catfish Efeect"and improve the"insufficient applicants phenomenon". Then the author does some detailed work for designing the system itself, including recruiting and hiring, salary arranging, achievements evaluating, training and developing, the dispute solving mechanism establishing.
