It has been decades of years since civil service system carried out in China,whereas government employee system is new-born. As the implementation ofgovernment employee of large scale in Jilin and Guangdong Provinces, this younghuman resources management system has moving from theory research to practice inChina. Nowadays, government employees and civil service officers arecomplementary to each other; both of them are important sources to offer publicprouducts and services.In academic research area, there’s no definite conclusion about what exactly thegovernment employees are. Many countries and areas have tried to hire governmentemployees based on the actual situation and shaped into different modes which helpboosting the economic and social development. Wujin, the important economygrowing district of Changzhou and Yangtze River Delta, has also made attempt to usegovernment employees. This paper tries to analyse the governmnet employee modeshome and abroad which have been proved sunccessful on the basis of current theoryand summarize the status equo and characteristic of Wujin mode. Also the problemsand countermeasures have been given in order to promote the reform of the personnelsystem and modernization in Wujin.There’re5parts of this paper. The first part is introduction, which represents the background and meanning of choosing this subject. Also, the concept of governmentemployee and its system, the internal and external research, this paper’s researchcontents and method are mentioned in this part. The second part depicts three theory:New Public Management, Contingency theory of management, Theory ofOriganization and Administration. What’s more,6different practice modes ofgovernment employee are given in this part. The third part illustrates the background,revolution of Wujin modes and concludes them into4styles. The forth part analyzesthe problems Wujin comes up with when use the government employees and whythese problems pop up. The last part puts forward the countermeasures in thefollowing field: theory research, system construction, coordination of employees andofficers and innovate governmental management concept.
