Research On The Local People’s Congress Supervision System

To establish the People’ Congress represents that the power be held in hand of the public. The National People’ Congress and its standing committee supervises the procurator on behalf of the people, whose original intention is to make democratic system normalized and effectual. As The National People ’ Congress and its standing committee Supervision Law(Supervision Law for short bellow) on January 1,2007 promulgate, the supervise of People ’ Congress walks to institutionalization and normalization. However, the place National People’ Congress supervision is poorly ineffective, which dose not conform to the law, even reduces the trust degree of people. So it’s meaningfully that we study the status quo, exciting problem and solution of the local People’ Congress supervision.Firstly, I start with the related theory of the place National People ’ Congress supervision system for expounding this issue. I state the content, the characters and the patterns. It would be used for readers to understand my views. The local People ’ Congress implements democratic centralism which is characterized by collegian.As the administrative region, the local congress formats a surveillance net with other status organs at the same level, meanwhile, gets more tightness with the superior level by legislative control. Secondly, it is listed that the practical problems of the place National People’ Congress supervision exist. For example, the executing is not achieve the desired results of people; the subject is not aware enough of itself; the law enforcement’s weakness. Thirdly, I analysis some causes of the problems. For instance, the incomplete of the laws and regulations; inharmonious of the current system; in-adaptation of self-construction. The last but the most important one, there are several suggestions that they are not only for the inside supervision system but also other departments may helpful.
