Research On Regional Police Co-operation Of China’s Paticipation In The Sorrounding Area

With the globalization since the 1990s, people are paid more and more attention to the issues of Non-traditional Security which induced a series of new types of crime. With the progressively severe problem of international crime, nothing but relying on any one country’s law implement of the country, it is hard to efficaciously repress crime violation and criminal activities. So it promotes the police authorities between countries on such of criminal legal power over progressively continual cooperation. Regional police co-operation is accumulatively becoming a periodically used way to people’s attention.In order to fight against the "three forces", Shanghai Cooperation Organization (SCO) was set up in June,2001, now it includes Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Russia and China. Under the structure of SCO, the regional police co-operation mechanisms have become an crucial part of regional security.As a golden waterway linking China and five downstream riparian states, the Lancang-Mekong River plays a significant role in regional cooperation. The unchecked criminal activities in the Mekong River basin, especially the tragedy occurred in Golden Triangle waters in October 2011, put the joint law enforcement onto the agenda of regional security cooperation. Thanks to the joint surveillance and law enforcement activities launched by China, Laos, Myanmar and Thailand in a quick response to the tragedy, international navigation along the river was gradually restored.Both China and ASEAN are suffered from serious dangers of Non-traditional Security, such as terrorism, international drug dealing, pirate and so on. China and ASEAN have common interests on Non-traditional Security issues and it is necessary to enhance the cooperation in this area to present challenges.Through the three typical regional police co-operation, this thesis attempts to refine our country in developing modes and characteristics of the international policing co-operation, and make a tentative summary. In the analysis of each kind of police co-operation mode, a detailed analysis of the environment, the characteristics of the times, their cooperation in the reality of the situation, facing difficulties, then puts forward some solutions, for the future of China’s participation in international regional police co-operation in that direction.
