After the Cold War,transnational crimes have become a global security problem that needs solving immediately under the framework of international cooperation.Since the early 1990 s,China and ASEAN countries have been making more efforts to cooperate in the fields of transnational crimes due to the common threats existing in both China and ASEAN.That non-traditional security transnational crimes happened frequently has threatened the regional security and development,so both China and ASEAN are urgent to deepen police cooperation to strike against transnational crimes.After the “10.5” Mekong River tragic case in 2011,the Mekong River Law Enforcement Security Cooperation by China,Laos,Burma and Thailand have achieved remarkable results with promoting regional safety and stability effectively and have created a sound environment for business among the countries.The article is aim to commence from the history and dilemmas of international police cooperation between China and ASEAN and analyze the “10.5” Mekong River tragic case to explore the inner mechanism and a series of issues in international police cooperation.From the analysis of the case,we can learn that we encountered different difficulties during every stage of cooperation,such as mechanisms,legal institutions,humanistic environments,law enforcement technology and so on.What's more,we can also get that it's hard to avoid the factors from unique political and legal systems of one's homeland,and some others,which can affect the progress of police cooperation.So China and ASEAN countries should make more efforts to strengthen mutual political trust,improve judicial agreements,and establish special judicial cooperation mechanism to provide stronger support for police cooperation and fighting against transnational crimes.
