The growing trends toward world multipolarization and economic globalization, with Science and technology development in high-speed, induced a series of new types of crime, including transnational crime, drug-related crimes, terrorism and other criminal activities. Faced with this increasingly serious problem of international crime, only to rely on any one country's law enforcement forces of the country, it is difficult to effectively crack down on crime prevention and criminal activities. which promotes the police authorities between countries on matters of criminal jurisdiction over more and more frequent cooperation. Regional police co-operation among countries is increasingly becoming a frequently used approach has been people's attention.The early nineties in 20th century, the Soviet Union disintegrated a the Cold War situation was terminative. Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan, Tajikistan had declared its independence in 1991. In recent years, with the rise of the tide of nationalism, ethnic separatism, extremism and growing influence in Central Asia, the potential safety hazard is growing, terrorism is rampant. In Central Asian, five countries based on the benefit of their own, and to ensure the region as well as their surrounding areas security and stability, to fight against the "three forces", Shanghai Cooperation organization (SCO) was set up on June 14 , 2001, now it includes Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Russia and China. The SCO builds a multilateral security co-ordination mechanism to deal with terrorism, national separatist forces, as well as drug-related crime trends in the internationalization. Under the framework of SCO, a regional police cooperation mechanisms have become an important part of regional security in Central Asia.This article discussed the concept of regional police cooperation, as well as the Shanghai Cooperation Organization, the regional police cooperation under the framework of the startup, development, and urgency of the SCO, on the framework of the legal basis for police cooperation, absorbed and drawn upon fruits of the regional police mode to co-operate in the European Union. The views to improve the regional police cooperation in Central Asia were put forward.
