Scrutinizing The Reconstruction Of The Subsistence Security System For Urban Residents In View Of Social Policy For Development

The Subsistence Security System for Urban Residents (referred to as "the Subsistence Security System") has played an important part of our social security system. The most primary and important goal of the policy is to overcome poverty, protecting the city vulnerable groups’basic survival rights. Therefore, it is supposed to be one of the lowest level of "residual" social welfare system.The Subsistence Security System, which was established in the period of China’s market-oriented reform, aimed to solve the basic living demand of the low-income groups, the people living at the bottom of society and the losers in the market competitions (such as laid-off workers). It can help low-income employees by providing minimum subsidies. The Subsistence Security System solve the great mass of vulnerable groups’ life problems by the minimum economic cost. It decreases the income gap between the wealthy and poor. So the Subsistence Security System can be regarded as the most economical and effective system.Though the Subsistence Security System has huge social benefits, it also produces many negative effects, such as "Subsistence Security maintenance slob", "Welfare Dependency". In this paper, we use two dimensions:empirical research and theoretical analysis, to analyze the current development status of the Subsistence Security System. Furthermore, we try to put forward the proposition of this paper. The proposition is the contradiction between the short supply and "welfare dependency" of the Subsistence Security System. On this basis, this paper carries on the descriptive analysis by qualitative case interviews on three important problems that exist in the system.On the basis of above, we use two different policy models:the Game Theory and System Dynamic Model, to make further analysis on the deep reasons for the welfare dependency of the low income people and the low income family assets status feedback loops. Through the double game model between government and low objects, we can have a better idea on root causes of the low objects’"welfare dependency" and their strategy choices. Furthermore, we can also make it clear that how the government take to change the Nash equilibrium of game model. In addition, through the analysis of the system dynamics model of low income family assets condition, we can find the existing feedback loops in the low income family balance sheets, by observing which the best intervention points will be clearly showed.This paper will introduce a new theory, called Social Policy for Development (SPD). We put forward that the household assets accumulation and human capital investment should be the core of developmental social assistance system by the core values of SPD, combined with the current low system. Therefore, it is very important to rebuild the basic principles of policy objectives and policy design of the Subsistence Security System.Furthermore, this paper proposed some policy design paths to perfect the development-oriented Subsistence Security System, including four aspects. Firstly, the legal system and the standardized construction of the Subsistence Security System should be enhanced; Secondly, put into the unified management mode of the Subsistence Security System, promoting the professional level of the staff in the Subsistence Security System; Thirdly, pay more attention to the accumulation of household assets and human capital investment, and taking more assistance strategies with expansibility and preventive socialization; Finally, set up the incentive mechanism in the internal of the Subsistence Security System to reduce the welfare-dependent motivation of Subsistence Security System.In this paper, the core of innovation is to analysis the low object’s behavior motivation and low income family assets status by using a variety of theoretical models put forward some policy recommendations to solve the contradiction about the "Low Supply" and "Welfare Dependency" by combination with the perspective of the Social Policy for development. The nature of SSS can change from the minimum security to the developmental rights by building the developmental Subsistence Security System, which can enhance the low objects’ labor ability to get a job. We hope all of the low objects can live better by their hardworking but not the "Welfare Dependency".
