Survival And Development: The Policy Aspirations Of The Urban Residents Entitled

The Policy of Minimum Standard of Living for urban residents has implemented for more than 10 years in China.To evaluate the present state of this policy has practical significance whether from the angle of social policy,social development or individual rights,which can make best use of the advantages to devote its positive function farthest and also to fulfill a sustainable development.This research takes the Policy's object as priority and attempts to evaluate the practice of the Policy in four communities in Xi'an by a participating method. Macroscopically, the Policy of Minimum Standard of Living for urban residents acts a role in ensuring the basic living of impoverished people and won a general acceptation from the policy's objects, which improved the development of an haimonious society. The Policy's objects also enjoy multiple social security and services such as medical assistance, derating of children's schooling fee,vocational training and introducing,which helps policy's objects to realize their personal value and social value.None of the social policies will be flawless and perfect.During the Policy implementing in Xi'an, there are some problems manifested in the following aspects:the minimum living standard is a bit low that policy's objects are even distress; Compare with the rapid rising price, the growth rate of subsistence allowances rises slowly; The grass-root staffs are not sufficient to perform the work to avoid mistakes in the link of application; Some rights and interests of policy's objects were harmed because of the inconsequence in some regulations of communities'duty;The publicization and explanation of the policy was not sufficient, and the practice was opaque; The policy's objects were repulsed in the community to be reconciled with others.Therefore, in order to achieve a sustainable development of the Policy, we should pay more attention to the voice of the policy's objects by establishing a system of open-eared meeting; we should make clear of the commonweal fatigue duty from regular community activities, then strictly follow the related provisions about the policy's objects'obligation in ordinance of policy's objects indemnification to protect the basic rights and interests of low-living-support households; we should do more on the publicizing and explaining of the policy by holding lectures and to have a more transparent performance; we should improve grass-root staffs'quality and inculcate their sense to be a sufficient social worker. We must lay stress both on the existence and development of this policy in order to provide better service to the impoverished people.
