Problems And Countermeasures Of Urban Minimum Living Security System In Xi'an City

As a basic social assistance system,the Subsistence Security System for Urban Residents provides policy guarantees for anti-poverty and achieves its basic function.The Subsistence Security System for Urban Residents combines with the development of poverty alleviation,and promotes the effect and efficiency of precise poverty alleviation.Therefore,the Subsistence Security System for Urban Residents plays a vital role in poverty alleviation.The Subsistence Security System for Urban Residents in Xi'an has played an important role in guaranteeing people's livelihood and maintaining social stability.It keeps pace with the times and innovates ways to improve the Subsistence Security System for Urban Residents.On the basis of investigating the current situation of the implementation of the Subsistence Security System for Urban Residents in Xi'an,this paper finds that: firstly,the standard of the Subsistence Security System for Urban Residents in Xi'an is low and the level of security is insufficient;secondly,the conditions of the Subsistence Security System for Urban Residents are vague,the income and family property are uncertain,and there are no quantitative indicators for the labor force;thirdly,from the perspective of increasing social capital,social work covers the field of social assistance.The coverage area is too small to provide professional social work services.In view of the problems existing in the Subsistence Security System for Urban Residents in Xi'an,this paper puts forward some countermeasures from the perspective of developmental social policy theory.Firstly,we should establish a scientific adjustment mechanism of the minimum living standard to improve the guarantee level of the minimum living standard system;secondly,we should build a precise identification system of the minimum living standard,form a verification mechanism based on big data and supplemented by household survey,and establish a precise quantitative standard of the minimum living standard;thirdly,we should explore the path for social work to intervene in the minimum living standard system.The core of this paper is to use the theory of developmental social policy to transform the Subsistence Security System for Urban Residents in Xi'an from the traditional survival-oriented social assistance to the positive developmental social assistance.Social work intervention is the core of the transformation,especially social work intervention into the Subsistence Security System for Urban Residents.With its unique concept,providing comprehensive and systematic services for the low-income people and their families can enhance their enthusiasm for human capital and social capital accumulation,and make them better access to the social market and get a better life.
