This essay focuses on inclusive governance of young working migrant in Shanghai.This problem becomes more and more important, as the population growth of migrant far exceedswhat of natives.First, the author consulted a large number of domestic and foreign materials; learn the theory of inclusive governance and social engagement.Based on that, the author, with her own working experience, investigatedbetween younggenerations, the main part ofworking-migrant in Shanghai. To make this article deeper and more credible, the author contacted with certain municipal department to obtain their support for the internal investigation and information used in this essay, so that some real and not sensitive statistics related to young working migrant can be applied.Due to theories and social survey, the author developed his own ideas and perspectives on inclusive governance of young working migrant in Shanghai.Beginning with the analysis of the necessity of inclusive governance of young working migrant, the author pointed out that defects and deficiencies of inclusive governance would lead to a series of social contradictions.Then mainly based on theories, the author launched the ideal goal of inclusive governance.After depicting the ideal vision, the author analyzedthe current situation of inclusive governance of young working migrant in Shanghai from two aspects, the structure of demand of young working migrant here and the main action of inclusive governance of all levels of governments in Shanghai. By comparisonof the demandand reality, the author aimed to find gaps in inclusive governance of government, and then answered the question why it is difficult for young working migrant to integrate into city life.Regarding to how all levels of government in Shanghai can overcome the shortcomings of the status of inclusive governance of young working migrant, to achieve the desired goal, the author believed that someconstraints must be overcame, particularly, the barriers of system and culture should be conquered.At the same time, the author is aware of that these limitations also due to the impact caused by traditional reality. Its roots are quite deep and not possible to completely eliminate in the short term. So in the conclusion,the author presented the second option of suggestions and strategies with practical significance.The main ideas of the author are:the six kinds of social risks caused by the absence of inclusive governance of working migrants, the expansion of social gap, rising rate of unemployment, serious social exclusion, social isolation, emergency of antisocial tendencies and rising rate of crime.The author believed that the realization of ideal objectives of inclusive governancemainly included five aspects:democratic participation inclusive, economic benefits inclusive, public services inclusive, elimination of discrimination and social exclusion in the level of social care.The author considered thatthe main restricting factors of inclusive governance of young working migrant consisted infour aspects:the limitation of urban capacity, restriction of the household registration system, different social security system in every region, differences of language, culture, behavior and classes. The author gave out six suggestions of inclusive governance of young working migrants in Shanghai: improvement of the mechanism to establish a scientific management system, improvement of public service system for young working migrants, text to protect the legitimate rights and interests of migrant youth, build of incentives for young working migrants, Optimization of social environment and expand of democratic participation.
