Study On The Improvement Of Intelligent Community Governance In Shanghai

The report of the 19 th National Congress of the Communist Party of China pointed out that "we should strengthen the construction of social governance system,improve the social governance system under the leadership of the Party committee,the responsibility of the government,social coordination,public participation and legal guarantee,and improve the level of socialization,legalization,intellectualization and professionalization of soci al governance." at the same time,it stressed that "we should be good at using Internet technology and information technology to carry out work".With the continuous development and improvement of the Internet of things and big data,the relationship between people and communities is increasingly close.Facing the challenges of grassroots governance,such as the diversification of residents' needs,the lack of public service supply,and the imperfect community governance system,how to use intelligent means to improve community governance and innovate community governance has become a new era topic.By using the methods of literature research,comparative study and interview,this paper studies the innovative practice of intelligent governance of Z community in Shanghai with the theory of collaborative governance,and analyzes how the construction of intelligent community can realize the transformation from intelligent management to community governance practice.This paper analyzes the current situation of Intelligent Community Governance in the central urban area of Shanghai and the existing problems and causes of the intelligent work of Z community governance,and summarizes a series of problems existing in the current intelligent work of Z community govern ance,including over reliance on the main body;lack of cooperation among government functional departments;low level of cooperation between government,enterprise and social organizations;and lack of common regulations A detailed overview of the problem.The main reasons for the above problems are: the fast-paced life and work make other topics lack of space-time conditions for participation,fragmented intelligent construction hinders the realization of intelligent cooperation,and the current intellige nt scheme lacks the participation modules of social organizations,enterprises and families,etc.Finally,the article analyzes and draws lessons from the experience of foreign community governance wisdom,so as to sort out and summarize the experience of foreign community governance wisdom.In view of the intelligent work of community governance in Shanghai,some suggestions are put forward,that is,to reconstruct the working process of community governance based on the theory of collaborative governance;to eliminate the participation barriers of other subjects by using intelligent technology;to enhance the cooperation ability among government departments by applying intelligent technology;to promote the cooperation between government,enterprise and so ciety by applying intelligent technology;and to realize the production of common rules by applying intelligent technology.Hope to provide reference for other intelligent community governance innovation.
