A Study On The Overall Governance Of Shanghai Residents' Entry Into Beijing

“Xinfang”(Petition from citizens to the government by letters and visits)is a political system with a long history and social foundation which consists of political participation and Expression of public opinion.It has played an important role in different historical periods as a communication bridge between the state and the citizens.With the rapid growth of China's economy,and the continuous increase of China's political system modernization process,people's awareness of their rights and self-consciousness is motivated.As a result,Xinfang activities is growing rapidly with these severe social conflicts.Xinfang System,facing up with numerous contradictions and excessive expectations shows poor problem solving and unsuitability of times Development.Xinfang system is facing an important choice of where to go and has clearly become a hot topic in current national and social concerns.In the last decade,the rapid development of Shanghai's economic accelerates social transformation.The petition of Shanghai petitioners also appears a number of new problems and situations,especially leapfrog-petition to Beijing.Leapfrog petition not only causes a lot of trouble to Shanghai Petition departments at all levels,adds‘disharmony' factors to society,but also brings losses to petitioners themselves.Therefore,researching strategies in how to absolutely solve the problem of Beijing leapfrog petition is becoming a recent hot issue.This paper firstly introduces the domestic research in different disciplines,areas of behavior and petition of the petitioners in detail.I found that the domestic existing researches pay more attention to policy guidelines and mainly against some of the major nationwide problems without developing targeted policies of petitioners in Shanghai which is a particular area.Therefore,this paper is intended to use the petition regulations as the main theoretical basis,combined with the main causes of the country's leapfrog petition,using holistic governance theory to analyze the phenomenon that the people from Shanghai to Beijing to make a leapfrog petition so as to find out reasons for the high frequency and scale of those petitions.On the basis of my analysis,I will then put forward the control strategy which could practically reduce and eventually stop Shanghai-to-Beijing leapfrog petition events in order to make contribution to socialharmony and stability.I explore the governance of Shanghai-to-Beijing leapfrog petition Phenomenon not only help deepen awareness to the Phenomenon but also provide new working ideas to legitimately and steadily solve Shanghai-to-Beijing leapfrog petition problem for Shanghai and other provinces government sectors.Through holistic governance theory using in this paper,I made an In-depth analysis to the reason that Shanghai citizens' Leapfrog petition to Beijing and put forward governance suggestions against the problem which provides a useful reference to solve this thorny problem for both Shanghai and other province of China.
