The Study Of Rational Interaction Between Local Government And The Public Under The Political Participation Perspective

An open network, a virtual space, this is the Internet era. These years our country has a big reform in political, economic and cultural system. Government and citizens have a new relationship, and citizens’ awareness and enthusiasm in political participation should be greatly improved, while the network offers people a virtual, equal, interactive open discourse space. In this space, the public has an unprecedented right to speak and talk, and they use the Internet to get political information and to express interest demands and to participate in political life, to have a direct dialogue with the government including communication and consultation. A new relationship mode between government and the public is established. In the meanwhile, local government, which is also called the grass-roots government, has the closely touch with the normal people, and it is important in political participation in the network space. Since "Sun Zhigang" event, the influence of political participation in the network space expands rapidly, but the non-rational interaction between these two subjects are still emerging.In order to build a new relationship mode between local government and public in the new era, we must strengthen unity and cooperation and rational interaction between local government and the people. This is conducive to the public and the local government.The first part is chapter 1, which researches the background, methods, significance and purpose, and combs the research status of political participation and relationship of government and citizens.The second part, chapters 2,3,4, which analyzes the basic concepts of online political participation, rationality, interaction. Chapter 4 focuses on the interaction between local government and the people by a specific and detailed analysis of the two different cases, which reveals the causes and adverse effects of non-rational interaction and explains the necessity and importance of rational interaction.The third part is the last chapter, which focuses on studying rational interaction paths, by analyzing the government, the society and the public levels.
