Study On Improvement Of Abilities To Participate Of The Chinese People’s Political Consultative Conference At The County Level

People’s political consultative conference system, as a our country’s basic political system in China, is an important channel to realize socialist deliberative democracy. But in our real political life, the level of abilities to participate of the county people’s political consultative conference still remains need to be improved, it’s playing function role is still limited. Improving abilities to participate of the county people’s political consultative conference, is not only meeting needs of development and variance of domestic situation task, but also needs of the people’s political consultative conference how to strengthen its self-construction, improve performance functions of hierarchical levels, better play important channel role in deliberative democracy, promote the needing of modernization of national management system and management ability.Through my research on the situations of participating abilities construction of Chang Ning City’s people’s political consultative conference, dissect the the current situation, existing problems and causes of participating abilities construction of the county people’s political consultative conference, and put forward the basic countermeasures of enhancing abilities to participate of the county people’s political consultative conference. First of all, this article explores the concept of abilities to participate of the county people’s political consultative conference, and expound the theoretical basis, legal basis and necessity and urgency of improving abilities to participate of the county people’s political consultative conference. Then, this article makes the Chang Ning City people’s political consultative conference as an investigation object, deeply analyses on the results achieved, existing problems and causes of current participating abilities construction of the county people’s political consultative conference. Finally, this article propose the concrete countermeasures on improving abilities to participate of the county people’s political consultative conference from four aspects such as strengthening education and training, innovating participating form, paying attention to investigation and survey, and strengthening system construction.
