Poverty is a problem that our country has been working on for ages. Poverty alleviation is also a demand of completing the building of a moderately prosperous society in all respects. An important obstacle in solving poverty issues.is the existence of regional poverty. As one of the 11 special poverty regions in China, Liupanshan poverty-ridden area is one of the places with the most severe regional poverty issues. Since 1980s, the government of Ningxia has organized several times of migration to alleviate poverty. In 2011, it started another round of migration— the ecological migration. However, peasants have requested more than higher income on their living conditions as the reform policy deepens and the economic flourishes. Instead, they want to satisfy their spiritual needs so as to gain subjective happiness. Thus, we can no longer depend merely on migration and subsidies to alleviate poverty issues. What we need is a new direction of rural policies to raise peasants’subjective happiness.The dissertation, stand on peasants’ happiness index and subjective happiness, establishes an indicator system to evaluate peasants’comprehensive happiness index. It evaluates the comprehensive happiness index of montanic areas and resettlement areas respectively with fuzzy mathematics method, and compares the results to evaluate the effectiveness of ecological migration. As is concluded, the policy of ecological migration has indeed improved peasants’ comprehensive happiness index. Furthermore, the dissertation adopts ordered probit regression to study the influencing factors of peasants’ subjective happiness. Observations of both montanic areas and resettlement areas are adopted in the models to analyze the difference between the two areas.According to the results, this dissertation offered policy advices as follows:(1) To establish a psychotherapy system for resettlement peasants, and improve their mental health. (2) To increase the area of houses in resettlement areas and complete the construction of the neighborhood so as to bring convenience to peasants’life. (3) To set up a peasants’ traveling program and increase their chances of entertaining to expand their horizon. (4) To complete the medical and insurance system in resettlement area to sustain the sick and the elder. (5) To optimize industrial structure of both montanic areas and resettlement areas to improve peasants’ finance. (6) To propagate socialist value outlook, and push forward the acceptance of the trend of respecting the elder and mutual assistance.
