Research On Interaction Between Electronic Governance And Public Participation Based On Concept Of Good Governance

The promotion of national governance systems and governance capacity modernization urges us to update the concept of governance in time, enrich and perfect the governance system. In the Fourth Plenary Session of eighteenth session of the CPC Central Committee in 2014, The Decision on Comprehensively Promote the Rule of Law on Major Issues first proposed the "good governance", with explanation to establish a rational and efficient governance mode according to the responsiveness, transparency, accountability, effectiveness and legality standards. "NPC and CPPCC" of 2015 is used with "National Plan 2015 Good Governance" as the theme words of the Convention. Therefore, good governance has become an ideal target of our government in the pursuit of national governance. Electronic governance is an important part of the national governance system. In the information era, attention to the electronic governance and public participation mechanism is the inevitable requirement to realize modern governance systems and governance capacity modernization.Based on the above idea, this paper first explains the concept of good governance and electronic governance theory on the basis of social governance theories and network political theories at home and abroad. The key is to research status of electronic governance public interaction by means of high-tech "new media" when China has entered the "new normal" in economic and social development. Secondly, collect data and make analysis on the dilemma of public participation interaction in the development process of China’s electronic governance by setting network questionnaires. Use statistical software again to analyze the results of the questionnaire, and compare the electronic governance with foreign developed countries, so as to put forward innovation ideas to establish the core value system of electronic governance, to promote the integrated management of the central, to produce the effect of local government functions and to perfect the construction of the rule and law for electronic governance in the need of improving and promoting national governance systems and governance capacity modernization. Finally, it puts forward that the government how to give full play its leading role in public participation and electronic governance, perfect construction of laws and regulations system for interaction between electronic governance and public participation, construct modern governance culture system, improve moral quality of citizen participation and electronic governance activities, as well as advice from others:experience in public participation and interaction from foreign electronic governance inspires us to solve related problems in our country from the five parts. The creation for this paper lies in that trying to combine good governance and electronic governance to be as theoretical strong point as well as put forwards effective measures for citizens to participate in politics effectively, so as to realize good governance in new normal state and nourish democratic governance.
