The Research On Chinese Government’s E-governance System Based On The Concept Of Good Governance

With the rapid development of information technology, especially the popularity of internet virtual platform, this gives birth to e-governance. E-governance is the product integration of governance and information technology. E-governance is a new model for the government’s governance. E-governance is helpful to assist the government through the network and the information technology, in order to realize the ideal targets such as transparency, accountability, efficiency, legitimacy and instant response. E-governance is a globalization governance matters, and also is a new management tool which is adopted by governments.Nowadays, our country has made some remarkable achievement in e-governance. But in real operation it still has some problems. There are many influence factors. However, e-governance is still the trend of the future. The origin of e-governance’s development depends on the rise of the electronic information technology and the Internet. The main goal is to build a virtual, seamless, round-the-clock service government. And we also find that e-governance fits for good governance’s concept of transparency, accountability, efficiency, legitimacy and instant response. The agreement for these two points proves that the e-governance does not impose on the good governance by force, but is a part of good governance. Its development reflects all the implications of the good governance. Therefore, the concept of good governance prompts our government to improve and innovate e-governance constantly and finally, to create a good governance model.In this paper, we summarize the new demands that good governance prompts to e-governance on the basis of the study of its implication, development and situation. SHEL model is proposed by the British scholar Edwards; this model is suitable for e-governance such as human-machine co-management system. We also use SHEL model which includes Software, Hardware, Environment, Liveware (S、H、E、L)these four factors to build and innovate our government’s e-governance.
