Administrative civil servant is an important human resource of the state administrative apparatus from local to central levels. This human resource determines the completion of the functions and tasks of the administrative apparatus. The effects of the political system in general and administrative apparatus of the state in particular, after all, are determined by the quality, capacity and efficiency of public administration staff. The success or failure of a country, an industry, a field, a region or a territory relies partly on the civil servants in the government administrative management apparatus. Therefore, the study and assessment of the quality of the administrative civil servants have important implications, contributing to the Party and the State in working out the strategies to build up and develop the administrative civil servant resource to meet the requirements of building and developing the country.The administrative staff of Vietnam was formed and developed in conjunction with the liberation and protection of the country and building socialism. To the requirements of the revolutionary reality, the administrative civil servant resource of Vietnam has seen a rapid development in both quantity and quality, contributing to the successful implementation of the tasks of the country in each period. However, during the development process, to the greater demands of the international economic integration as well as of the period of accelerating industrialization and modernization of the country; the administrative staff of Vietnam has revealed many shortcomings. The quality of the public administration team has not met the requirements of the jobs and has not created professionalism in performing official duties, which are the requirements of a modern and highly supportive administrative system.Therefore, in the period of administrative reform, a series of new tasks with new requirements of the quality and effectiveness of training, retraining of public administrative staff is in place as a key issue to be addressed and resolved in a fundamental and systematic way. The matter of the quality and effectiveness of training and fostering theoretical background, knowledge and skills for the administrative staff is the key issue to ensure the successful implementation of economic and social development of the country. Due to the current situation and political tasks, the urgency of studying the training and retraining administrative civil servants in Vietnam now is also posed by major problems in public administrative civil servant resource and in the training and retraining of civil administrative staff. In Vietnam today there is a fact that the administrative staff is of low quality, lacks of standardization and is not exclusively trained. Their political background, management skills and professional qualifications are not necessary to meet the requirements of their jobs. Therefore, with all of the above reasons, it is clear that, to create an administrative civil servants who have the ability to meet the demands of the administrative reform, it is essential to study the training and retraining of the administrative staff in a comprehensive and systematic way. In the new conditions and circumstances, the research is expected to find out the optimal solution to meet the requirements of the political tasks of Vietnam today. These are objective reasons for my choice of the research topic:"A research on training and retraining of public administrative civil servants during the administrative reform in Vietnam" for my thesis in Management Administration.The discussion is consisted of sixth chapters.Chapter One:Introduction, which introduces the reason why it needs to be studied, the status quo of this research home and abroad, references and methodology that used.Chapter Two:Introduction of the fundamental conceptions and theoretical basis for the administrative officials training in Vietnam and some developed countries.Chapter Three:Advices on the improvement of the quality of the training for the administrative officials during the reforming of administration in Vietnam.Chapter Four:Research on the status quo of the training for the administrative officials in Vietnam and to analyze the main problem and its reason in the current training for the administative officials in Vietnam.Chapter Five:Introduction of the experoence of the adminitrative officials training of developed countries, which could be used for references by Vietnam to improve its training for the administrative officials.Chapter sixth:The sixth section. Giving suggestions for solving the problems in the training of Vietnamese officiers, for instance, clarify the fiction of government and strengthen related trainings, etc.
