Civil service training is an important activity to Vietnam and other country in the world. Building a cadre team which has an excellent political quality, lofty ethics and profound knowledge is a key factor to achieve national industrialization and modernization. Quang Ninh province is not only a Vietnam’s northern economic powerhouse, but also is one of important tourist resorts in the country. There are lots of reasons to promote the success of Quang Ninh, but most crucial one should be attribute to its high-quality cadre team and civil servants.Although Quang Ninh province recently has obtained some achievements in building team of cadre and civil servants by the efforts of local governments and party committees, it still has some problems in aspects of ideology, training content, natural ability and training system. These factors will be obstacle the achievement of civil servants’training in Guang Ninh province. Therefore, it has some typicality and feasibility to analyze the present situation of civil servants in Guang Ninh as the research project.The thesis is based on empirical research to analyze the present situation and try to make some suggestions from aspects of ideology, training design, enhance ability and system building.The thesis has seven parts. The first part is introduction, will be briefly introduced the research background of the thesis, research purpose, theoretical significance and practical value of the research. The second part is theory of civil service training. The basic task of the part is to make a clear definition of the concept of civil servant training, set training target and discuss the role of civil servant training. The third part is an empirical analysis of the civil servant training in Quang Ninh province. The fourth part is an analysis on existing problems of civil servant training in Quang Ninh province, and then finds out the influencing factors on the civil servant training. The fifth part is to learn from the successful experience of civil servants training around the world, and provide some enlightenment and suggestions. The sixth part is a countermeasure analysis, tries to make some suggestions from aspects of ideology, training design, capacity building and system building. The last par is the research summary and prospect.
