V.I. Lenin, a great teacher of the proletariat, once said that "In history, there has never been any caste that gains dominance, if such a caste does not train in its ranks political leaders, pioneering representatives who are qualified for organizing and leading movements". Acquiring the achievements of Marxism and Leninism, during the process of founding, building and leading of our Party, Ho Chi Minh soon foresaw the huge role of officials; he said:"officers are the root of every job", "success or failure in work is traced to good or poor staff ". Therefore, he paid special attention to tasks relevant to officials and the building of officers with enough of virtue and talents, both "ethical" and "expert", to meet the requirements and missions of the revolutionary cause. The view of Ho Chi Minh on tasks relating to officers is an important issue for the work of Party building in particular, and for the "system of comprehensive and insight point of view on the basics of Vietnam revolution" in general, and is also the ideological foundation, the guideline for the actions of the Communist Party of Vietnam for all periods.In the light of Ho Chi Minh ideology, during the process of building, maturing and leading of Vietnam revolution, the Communist Party of Vietnam has always viewed the task relevant to officers and the building of staff in comprehensive and synchronous manner at all levels are "original work" of the Party, is the "key component" of "key mission", which ’decide the success or failure of the revolution, directly tied to the fortunes of the Party, the country and the regime".2 Therefore, the Party has built at all levels a team of officials who have moral qualities, unyielding bravery, qualifications and capabilities constantly being improved, successfully complete tasks over periods of the revolution.Besides the above-mentioned basic achievements, the task of the Party relevant to officers has still many shortcomings and weaknesses, resulting in a "shortcomings", the "inadequacy" among the staff. Especially, there is "a part, which is not small, of officials and Party members who lack the training of themselves, have ideological fade and a poor sense of discipline". "The recession of political ideology, moral on lifestyle, opportunism, individualism and bureaucracy, corruption and waste among a number of cadres and civil servants that get more serious day by day"3. One of the most fundamental causes of the above-mentioned situation is due to the fact that the views of the Communist Party of Vietnam and President Ho Chi Minh have not been understood thoroughly and implemented strictly. "The task of organization and relevant to staff remain many weaknesses", has not yet stopped and reversed the recession of political ideology, ethics and lifestyle, as well as not improved qualifications, capabilities equal to the mission of the revolution in the new phase. Such a situation requires the Party committees of different levels to thoroughly grasp over Ho Chi Minh’s views on the task relating to officers and creatively apply such in a new condition.Lecturers at provincial schools of politics as "the trainers of the Union", are responsible for training and nurturing officers at grass-root level on political theory, who are ’the root’ of the process of the industrialization and modernization. Thus, "the trainers" must constantly learn to improve knowledge, pedagogy, "to be skillful", especially to become "a good example on ideology, morality, working style".This thesis contributes to the clarification of the views of the Communist Party of Vietnam, Ho Chi Minh thoughts on tasks relevant officers and on the task of enhancing the training of officers at provincial levels in general and in Mekong Delta region in particular. It also mentions current situations as well as solutions to improve the training of provincial officials in the Mekong Delta to meet the practical demands of the revolution during the period of modernization, industrialization and international integration.
