Research On The Equalization Of Basic Public Service In Guangxi Zhuang Minority Autonomous Region

China has made great achievements with the rapid development of China’s economy and society over three decades of reform and opening up. By sharp contrast, Basic public services obtained by the people are becoming more and more unequal and the widespread attention it has attracted. The periodical contradiction are becoming more and more prominent which between the insufficiency of basic public services, the shortage of Public goods and the people’s demand for public services with More and more comprehensive, fast growing. With the belief of Fairness and justice has been gradually interiorized and the class differentiation caused by widening income disparities, party and government urgently need the equalization of basic public services to fully defuse social tension, properly solve the livelihood issues, let all citizens obtain the full fruits of china’s opening, let the superiority of the socialist system to be fully reflected, make the social more judicial and harmonious.Guangxi province is located in the southwest of China, which has the low level of social and economic development in the long-time and infrastructure construction is far behind the social development. Compared with the whole country, Guangxi has the lower productivity, less developed markets, the lower level of basic public services, deficient institutional structure. The problems above these are becoming more and more striking. For the reason that the government major controls the resources of basic public services and which is allocated by fiscal expenditure, this paper focus the comparison which between Guangxi and other provinces, and which between in fourteen cities of Guangxi from the point of view of public finances. From the comparison, we can draw a conclusion that the level of the equalization of basic public services of Guangxi stays way behind, and the level of the equalization of basic public services of fourteen cites in Guangxi which there is also a big gap. In the last we research how to make a suggestion and countermeasures to improve the level of the equalization of basic public services of Guangxi.The paper has five parts. In the introduction, we present the Background and significance of paper firstly, and then focus on ideas and content, the method and framework.Finally, introduce the innovation and deficiencies briefly. In the second chapter, we analyze the equalization of basic public services in theory. Summary of basic public service equalization characteristics and significance. Focus on the internal logic of the relationship between public finance and equalization of basic public services. In the third chapter, we study the current situation of the equalization of basic public services of Guangxi. By the Comparative analysis between other provinces of China and between the cities of Guangxi, we find the present situation and the trend. In the chapter four, based on the analysis of the previous chapter, we analyze why the level of the equalization of basic public services of Guangxi is low, from natural and historical conditions, financial and economic foundation, fiscal and work system. In the chapter five, we focus on making suggestions to improve the level of the equalization of basic public services of Guangxi, from these aspects:streamline the structure of intergovernmental fiscal administration, optimize the structure of transfer payment, reasonably adjusting the expenditure structure, establishing a pluralistic supplying mechanism of the equalization of basic public services, start evaluation of fiscal investment in the equalization of basic public services.
